Mashpee Select Board <br />Minutes <br />August 22, 2022 <br />DiscussionAplrovalw Recommendations Draft #2 of the October wl 7, 2022 Town Meeting Warrant; <br />PlanntnU Board Eloodplain Zone mOverlav- g) ges 2-8n. <br />Evan Lehrer, Town Planner and Andrew McManus, Conservation Agent reviewed the intent of the Floodplain <br />Zone Overlay; language requiring additional administrative management requirements for the Building and <br />Conservation Departments to maintain status in the National Flood Program enforced by FEMA. The purpose of <br />the Floodplain Zone Overlay is to; ensure public safety, eliminate new hazards to emergency response officials, <br />prevent the occurrence of public emergencies resulting from water quality, contamination, and pollution due to <br />flooding, and to avoid the loss of utility service, eliminate costs associated with response and the clean-up of <br />flooding conditions as well as reducing damage to public and private property resulting from flood waters. <br />The Bylaw will replace the Town's current Floodplain Zone provisions in its entirety. This is mandatory to <br />remain in the National Flood Insurance Program. The article also provides for the Building Commissioner to <br />serve as the official Floodplain Administrator for the Town of Mashpee. Questions regarding this article shall be <br />forwarded to the Town Manager. <br />Under Prohibitions no personal shall fill, place or dump in a floodplain any soil, loam, peat, sand, gravel, rock or <br />other material substance such as refuse, trash, rubbish, debris or dredged material with the exception of certain <br />landscape material as defined in 67.1. Exceptions include dredged material for beach re -nourishment and the use <br />of rock used to reconstruct a revetment or groin. It was noted this article does not impact cranberry bogs <br />designated as wetlands. <br />Motion made by Selectman Sherman to HOLD the Floodplain Zone Overlay Article to September 12, <br />2022. <br />Motion seconded by Selectman O'Hara. <br />VOTE: 3-1.
