0 <br />Mashpee Select Board <br />Minutes <br />September 12, 2022 <br />NEW BUSINESS <br />Addition/Amendment to Article IOwFloodAlan Overlay `_aswper Town Planner's memo: (continued) <br />Discussion followed with respect to deferring Article 10. <br />Ms. Waygan urged the Board to reconsider. The floodplain is an important resource that needs to be corrected. <br />The Town of Mashpee is in a water crisis and residents would be able to fully understand the intent of this article <br />by Town Meeting on October 17, 2022. <br />As discussion continued removing the wording "fill" under Prohibitions § 174.67 was considered. It was noted <br />with further understanding, and if necessary, the article can be amended on Town Meeting floor. <br />Motion made by Selectman Cotton to approve Article 10 with the removal of §174.67 "Prohibitions" and <br />§174.67.1 "Exceptions". <br />Motion seconded by Selectman Sherman. <br />VOTE: 3-1. Motion carries. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, no <br />Selectman Sherman, yes Opposed, (1) <br />Article 7 — Page 3: Stormwater Management — Low Impact Development <br />This article would mandate the Stormwater Low Impact Design strategies be utilized whereas the current <br />regulation merely encourages Stormwater Low Impact design strategies where practicable. <br />Low Impact Development (LID) is a series of practices that mimic or preserve natural drainage processes to <br />manage stormwater by removing pollutants such as phosphorus, nitrogen and other contaminants. Examples <br />include a rain garden and roadside swales constructed in public ways. LID practices typically retain rain water <br />and encourage rain to soak into the ground rather than running off into ditches and storm drains. <br />A hand-out was prepared by the Town Planner and would be available to the public for additional review. <br />Mary Waygan, Chair of the Planning Board indicated the vegetative swales and rain gardens are required under <br />the Watershed Permit. Approval of this article would place Mashpee in the forefront. Ms. Waygan also stated <br />The wording of this article was changed from encourage to: require as residents and businesses all need to <br />contribute for clean water to make this happen. <br />
