An in-depth presentation prepared in written format by the Town <br />Planner was reviewed in detail to consider the repeal and replacement of this article. It was disclosed the new <br />article was submitted unanimously by the Planning Board. If the Floodplain Zone Overlay is passed it would <br />replace the former bylaw in its entirety. <br />The new regulations as proposed are mostly administrative management for the Building and Conservation <br />Departments. There are 537 policyholders in the National Flood Insurance Program in the Town of Mashpee. <br />If the policyholders do not comply with the minimum NFIP requirements they could lose their flood insurance <br />and jeopardize their mortgages. <br />Currently property owners in the floodplain can artificially raise the elevation of their lot to get out of the <br />floodplain. The new Bylaw will not allow a property owner in a floodplain to raise and replace an existing home <br />or construct a new home on a vacant lot by using fill. The use of fill in the flood plain will be prohibited. <br />It was noted the Floodplain Zone Overlay will eliminate costs associated with the response and cleanup of <br />flooding conditions and reduce damage to public and private property resulting from flood waters. <br />
