6 <br />Mashpee Select Board <br />Minutes <br />September 19, 2022 <br />Wastewater Consultant Ra\ Jack: <br />gpdate on Status of Wastewater Project Phase 1. <br />U,2date on Proposed Phase 2 w, Notice of Project Change Process: <br />Vpdate on State Revolving Fund SRF ect Evaluation Form (PEF Re guest <br />Raymond A. Jack the Town's Wastewater Coordinator gave an update on the status of Phase I which consists of <br />(3) construction contracts. <br />Contract #1 — Water Resource Recovery Facility <br />Contract #2 — Wastewater Collection System North <br />Contract #3 — Wastewater Collection System South. <br />The bid process has been completed, and the Town is now entering in the contract execution phase which must <br />be completed by September 30, 2022. <br />Mr. Jack indicated the contracts came in high, $8 million over the estimate. At this time, the Town can only <br />award the base bids due to funding limitations. The use of ARPA funds is recommended to install the remaining <br />process tanks. Mr. Jack indicated if the alternates are delayed there is a high cost risk that would require <br />extensive construction and excavation affecting the integrity of the new treatment plant. The additional process <br />tanks will allow for future capacity at the treatment facility. <br />The base bids include two process tanks, $26.727 million <br />Alternate 1 — Carbon Scrubber $280,000 (Odor control polish unit, a necessary secondary odor unit) <br />Alternate 2 -- Two additional process tanks $956,000 <br />Alternate 3 cannot be awarded as a result of insufficient funds. <br />Alternate 3 consists of the remaining 4 tanks, $1.676 million <br />The recommended solution under Contract 1 recommends the following utilization of ARPA funds; <br />ARPA County Funds: 657,653.41 (Requirement to dedicate funds for Phase I only) <br />ARPA Federal (local) Funds - $694,196.59 <br />Existing Appropriation - $325,000 (Remainder of funds from the initial $54 million appropriation) <br />Total: $1,676,850 - This equals the cost of installing the 4 additional tanks, and includes a 5% contingency. <br />This process has been endorsed by the Sewer Commission and recommended for approval by the Finance <br />Director, Treasurer/Tax Collector and by Ray Jack, the Wastewater Coordinator. <br />Mr. Jack indicated the Collection Systems consist of Contract 42 North and Contract 43 South. Due to funding <br />limitations there are insufficient funds to complete the alternates associated to these contracts. Contract #2 <br />alternates include 33 residential homes,and 10 from Meetinghouse Road. Contract #3 includes 57 homes. This <br />brings forth a total of 100 homes removed from a total of 439 homes in Contract #2 and #3. The value of the <br />alternates is approximately $8 million. <br />
