H <br />Mashpee Select Board <br />Minutes <br />November 21, 2022 <br />Tax Classification Hearin: Assessor Joseph Gibbons: (continued) <br />Discussion,and Approval of Fiscal Year 2023 Tax Rate: <br />It was noted the Town is moving forward with rental housing with the LeClair Village at 950 Falmouth <br />Road and at the 209 Old Barnstable Road site. <br />Discussion continued regarding taking a conservative approach to the process to get the program up <br />and running. The rates of 5% and 10% were considered and debated. It was noted the Town conducts <br />a Classification Hearing each year. Decisions can be made at the annual hearing regarding the <br />classifications and percentages to be offered. There is strong concern with regards to the impact to year- <br />round renters and for those renting mobile homes. <br />Offering a major decrease opposed to a modest decrease in taxes was deeply deliberated in concern for <br />those living on a limited income. With the use of free cash as an offset, both Chairman Weeden and <br />Michaela Colombo -Wyman argued for a higher percentage to benefit residents. <br />The recommendation of the Board of Assessors if the residential exemption is adopted by the Select <br />Board is no higher than 10%. <br />Short-term rentals that are reported and taxed are detailed through the Office of the Board of Health. <br />Year-round rentals are not fully known at this time. <br />Motion made by Selectman Sherman to impose a percentage rate of 5% in FY2024. Motion seconded <br />by Selectman Cotton. The motion was withdrawn as the vote requires more substance. A sample <br />motion was provided. <br />The following is a two-part vote to implement the residential exemption and to set the percentage of the <br />exemption; <br />Motion made by Selectman Wyman -Colombo to implement the residential exemption. <br />Motion seconded by Selectman Cotton. <br />VOTE: 4-1. Motion carries. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, no <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes <br />Opposed, (1) <br />Motion made by Selectman Sherman to move that the Town of Mashpee adopt a <br />Factor of "1" for all Classes of property with No discount for Open Space, No Small <br />Commercial Exemption and a Residential Exemption percentage of 5%. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes <br />Opposed, none <br />It was agreed after the numbers have been received regarding year-round rentals and trailer/mobile <br />homes, the Select Board would revisit the equation at the next hearing. <br />
