M-1 <br />16 Great Neck Road North <br />Mashpee, Massachusetts 02649 <br />Ms. Cajigas commented that rainwater harvesting could be done with a rain barrel or a larger <br />cistern. It depends if the codes allow or encourage it. <br />Mr. Hansen asked if a grant program would encourage that. <br />Ms. Cajigas did recommend picking up a rain barrel program. <br />Ms. Laurent commented Mashpee participated in a program on a county level, however, there <br />was not a lot of interest or success when it was first implemented. They currently have the <br />home composting bin program. It may be worth reintroducing with stormwater being a topic of <br />interest as well as the significant drought this past summer. <br />Mr. Hansen noted there could be something utilized behind the Town Hall. <br />Ms. Laurent commented there was discussion about implementing landscaping that did not <br />require irrigation at the library when it was being constructed. There would be no fertilizer use <br />but would still require a pump system. <br />Ms. Belfit stated in the five years of doing this work the town has been tremendous in <br />supporting efforts and taking this work seriously. There have been huge efforts across <br />departments to get programs in place. <br />Mr. Lehrer will devise a color coded spreadsheet with multiple tabs that is easier to consume <br />on the computer. <br />Possible Amendment to Zoning Bylaw <br />Ms. Waygan asked Mr. Lehrer to list these bylaws, and explain what was in place for <br />management. Solar bylaws were submitted to the Select Board. There was also a series of <br />petition bylaws and one passed. They are included for studying and figuring out what pieces <br />will be kept for a possible bylaw submission that will be due in the beginning of February. <br />Solar Bylaw <br />Mr. Lehrer commented back in 2019 he worked on amending bylaws with no case law <br />supporting these efforts. Since then that has changed and the Planning Board submit an article <br />allowing the use of solar energy systems across all zoning by way of special permit. Without <br />the case law in effect there was little support at the time from the Select Board. There has <br />been one property owner with expressed interest outside of the industrial zone. The packet <br />has the original article submitted to the Select Board with the subsequent petition for overlay <br />articles. Within the petition there was a definitions article that passed. <br />8 <br />
