Mashpee Select Board <br />Minutes <br />February 13, 2023 <br />Discussion and Possible Approval of Special Event Application: Mashpee Half -Marathon, September 23, <br />2023: Jeffrey Smith: <br />The Select Board was in receipt of a Special Event Application from Outsider Endurance a multi -sport <br />company to hold the 5th Annual Mashpee Half -Marathon on Sunday, September 23, 2023 from 7:00 a.m. to <br />10:30 a.m. beginning and ending on Great Oak Road, Mashpee. <br />It is estimated that 500 persons would attend the race with a majority of participants finishing by 9:00 a.m. <br />Parking for the event is proposed at South Cape State Park, utilizing the paved side of McGregor's Road, <br />the Bay Lot and Town Landing Road. The route of the 12.97 distance was presented to the Select Board for <br />review. <br />Approvals from applicable regulatory departments include the following; Board of Health no comment, <br />Building requirement to provide accessible parking and portable toilets and Police, requiring (15) detail <br />officers for the event. Incomplete application requirements include the following; comment and a review of <br />approval by the DPW and Fire Departments. The applicant is also required to provide a Certificate of <br />Insurance Liability, naming the Town of Mashpee as an additional insured. <br />Discussion followed with respect to the need to fulfill the requirements in writing to be attached to the <br />Special Event Application. The applicant was requested to coordinate the necessary requirements with the <br />Office of the Town Manager. The matter was placed on HOLD at this time. <br />Discussion and Approval of Hazard Mitigation Planning Committee: <br />Acting on the recommendation of Jamie Caplan Consulting, LLC the Select Board took action to appoint <br />representation to the Hazard Mitigation Planning Committee amending the representation of the Town <br />Manager to include; or his designee. <br />Motion made by Selectman Cotton to appoint the following to the Hazard Mitigation Planning <br />Committee as recommended and amended; <br />Rodney Collins Town Manager or his designee <br />Wayne Taylor Assistant Town Manager <br />Chief Jack Phelan Fire Department/Emergency Management <br />Chief Scott Carline Police Department <br />Evan Lehrer Town Planner <br />Catherine Laurent Public Works Director <br />Ashley Fisher Natural Resources Director <br />Andrew McManus Conservation Agent <br />Zachary Seabury Health Agent <br />And, the following representatives to be determined; <br />Tribe representative <br />Planning/Community Development member <br />Resident (recommend 2-3 members at large) <br />Motion seconded by Selectman Wyman -Colombo. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes Opposed, none <br />
