Mashpee Select Board <br />Minutes <br />March 20, 2023 <br />APPOINTMENTS & HEARINGS <br />Prese_wuHhYRcMlprintendentmRobert <br />Sanborn: (continued) <br />In discussing the budget allocations it was noted that most of the $16,750,000 is used for Teacher Salaries; <br />34.7%, Insurance Benefits; 11.4%, Support Services; 8.8%, Plant Operations, 9.1 % and Administration; 7.2%. <br />35% of the insurance budget funds health and dental benefits for retirees. Support services; $1,473,637 is <br />comprised of funding for aids, mental health services, etc. <br />Capital debt for the new school is now in Year 5. A bond was issued in FYI in the amount of $68,985,000 at <br />3.32% for 10 years, fixed principal. The amount to be funded in FY24 is $5,907,075. Mashpee's capital debt <br />assessment is $444,810. The Town of Mashpee operating assessment is $981,293 bringing forth a total <br />assessment of $1,426,103 in Fiscal Year 2024. <br />The school was constructed for 650 students at maximum capacity. Popular shops include HVAC, all <br />construction related shops, culinary, auto and marine. Approximately 85-90% of the students with the exception <br />of freshmen tend to get their first -choice shops in the technical high school program. <br />At this time the school is looking into a lease agreement for property located on Main Street in Harwich to <br />potentially own a farm. The 33-acre site if attained and constructed would allow the school to offer workshops in <br />the area of animal science, veterinary tech training, environmental technology and natural resources. <br />It was suggested the school consider renewable energy initiatives for grant funding to develop additional course <br />offerings for the emerging new industries. Through existing programs and curriculums offered, students are now <br />learning about solar enterprises. The school has also received grant funding to gain working knowledge of <br />electric vehicles. <br />It was noted school enrollment has generally declined due to the housing issue <br />The district established a funding plan in 2015 after joining the Plymouth County OPEB Trust, an irrevocable <br />trust program to fund Other Post Employment Benefits. The proposed funding for this program in FY24 is <br />$275,000.
