21 <br />Mashpee Select Board <br />Minutes <br />March 20, 2023 <br />Execution ofthe Mai 1u2023 $frecial and Annual Town Meeting Warrants: <br />Motion made by Selectman Sherman to execute the Special and Annual Town Meeting Warrant of May 1, <br />2023 as amended. <br />Motion seconded by Selectman Cotton. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes Opposed, none <br />Discussion and Possible Action with Re «ard to twovi2 b Debt Exclusion,Baliot iuestjgns for the Mai! 6 2023 <br />Town Election: <br />The Select Board reviewed the Questions proposed for the May 6, 2023 Annual Election Warrant. <br />Question 1 proposes to fund the amount required to pay for the bonds to be issued to fund the construction <br />completion of Phase 1 of the Town's comprehensive nitrogen and wastewater management, treatment and <br />disposal improvement plans, including sanitary sewer mains, lift station and related wastewater improvements. <br />The interest rate is 0% over the life of the loan. <br />Motion made by Selectman Cotton to add Question 1 to the May ballot. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes Opposed, none <br />Question 2 proposes to fund the bonds to purchase/lease the new fire truck, HVAC design, engineering and <br />construction with energy audit at the Schools, HVAC water piping design and construction at Town Hall, HVAC <br />replacement, design, engineering and construction at the Police Department and the DPW roof replacement <br />design, engineering and construction. <br />Craig Mayen, Treasurer/Tax Collector recommended approval of Question 2. Mr. Mayen indicated the purchase <br />of the new fire truck is not a lease. The HVAC systems are intended to be bonded for a period of 20 years. <br />However, lifespans are guided by Chapter 44 §8, and lifespans may differ. The additional projects would be <br />funded for 30 years. The average cost to the taxpayer is $85 reducing to $44 after 15 years. <br />It was noted the initial $54 million for Phase I sewering has not been applied to the tax rate to date. Although the <br />debt ratio appears high, it is actually low.
