3 <br />Mashpee Select Board and Mashpee Finance Committee <br />Minutes <br />May 1, 2023 <br />CONVENE JOINT MEETING WITH THE FINANCE COMMITTEE <br />Review us M_mmandmmPossible Action onwSfecial and Annual Town Meetin wWarrants with the <br />_„ ,, w Discussion _m <br />Finance Committee and the Town Moderator: <br />The Select Board met in joint convention with the Finance Committee to review and possibly act on <br />articles associated to the May 1, 2023 Special and Annual Town Meeting warrants. <br />There were no questions or updates from the Select Board. <br />Motion made by Selectman O'Hara to approve the Special and Annual Town. Meeting <br />Warrants of Monday; May 1, 2023 as presented. <br />Motion seconded by Selectman Sherman. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Selectman Wyman -Colombo, yes Opposed, none <br />Finance Committee member Gregory McKelvey requested the Finance Committee reconsider their <br />recommendation associated to Article #32 of the Annual Town Meeting warrant. Article #32 is <br />proposed to add a new section 174-45.7: Solar Energy Systems to the Mashpee Zoning Bylaws. <br />This article was submitted by the Planning Board to expand solar energy system uses for medium <br />scale and large scale into the C-1 and C-2 Commercial Zoning Districts. Any medium and large- <br />scale solar energy system proposed in either of those zoning districts would require an application <br />to the Planning Board for a special permit outlining compliance with the minimum performance <br />standards of this article. The Finance Committee recommended approval of Article 432 by a vote <br />of 5-0. <br />Motion made by Mr. McKelvey to reconsider the Finance Committee recommendation on <br />Article #32. <br />Motion seconded by Mr. Weiner. <br />VOTE: Unanimous. 7-0. <br />Roll Call Vote: <br />Mr. Pettengill, yes Mr. McKelvey, yes Mrs. Furbush, yes Ms. Schuh, yes <br />Mrs. Smith, yes Mr. Thompson, yes Mr. Weiner, yes Opposed, none <br />Mr. McKelvey indicated this article does not address the issue of clear cutting, and therefore would <br />not solve this problem. <br />Motion made by Mr. Weiner to rescind the Finance Committee vote on Article #32. <br />Motion seconded by Mr. McKelvey. <br />VOTE: 2-5.
