Report of the <br />Affordable Housing <br />Committee <br />To the Honorable Board of Selectmen and the <br />Citizens of the Town of Mashpee: <br />In 2019 the Affordable Housing Committee <br />("Committee") continued it efforts to expand housing <br />production that would serve low and moderate income <br />families in Mashpee. This included working with the <br />Affordable Housing Trust ("Trust") to carry out an <br />affordable housing project on Town owned land at 950 <br />Falmouth Road and supporting Habitat for Humanity's <br />efforts to build more homeownership opportunities for <br />Mashpee families of low income. The Committee also <br />worked with the Town Planner to evaluate the potential <br />for creating affordable housing on privately owned land <br />that was either available for purchase by the Town or <br />proposed for development by the landowner. In <br />carrying out these activities the Committee fostered the <br />growth of an affordable housing pipeline of potential <br />projects that are being tracked by the Committee, as <br />well as providing them with its active support <br />whenever it serves to contribute to their success. <br />During the first half of 2019 the Committee <br />worked diligently with the Trust to identify a developer <br />for an affordable housing project at 950 Falmouth <br />Road. Two members of the Committee served on the <br />950 Working Group to finalize the Request for <br />Proposals ("RFP") that was put out to bid in February. <br />In April the Town received proposals from two <br />developers, after which representatives of the <br />Committee participated in the working group <br />designated by the Trust to evaluate and compare the <br />proposals based on the Comparative Evaluation <br />Criteria in the RFP. The working group evaluation was <br />then submitted to the Committee for its review and <br />recommendation to the Trust. After conducting its <br />review of the submitted proposals and the Committee <br />recommendation, the Trust met on November 4 and <br />designated the Preservation Of Affordable Housing <br />("POAH") and the Housing Assistance Corporation <br />("HAC"), co -developers, to be the developer for 39 <br />affordable rental units to be constructed at 950 <br />Falmouth Road. <br />Other activities in which the Committee was <br />engaged during 2019 included tracking two Chapter <br />40B projects in construction. One was a Mashpee <br />Commons project for more rental housing at Mashpee <br />Commons, 25% of which is to be affordable. By the <br />end of the year the 32 units had been completed. A <br />second is under development by the Wampanoag Tribe <br />that received full funding for a 42-unit affordable rental <br />project of which 28 units were in the final stages of <br />construction as the year closed. In addition, Habitat for <br />Humanity made substantial progress on three more <br />units of affordable homeownership that received <br />substantial support from the Committee. One home <br />started construction during 2019, and one member of <br />the Committee participated in the lottery held to select <br />the new homeowner. The other two Habitat homes, <br />actively supported by the Committee, got final state <br />approvals. Construction is anticipated to be completed <br />during 2020. <br />As the year closed, the Committee and the <br />Planning Board worked out a cooperative arrangement <br />for an update of the Mashpee Affordable Housing <br />Production Plan, a state requirement due in 2020, to <br />also serve as the housing chapter of the updated <br />Comprehensive Plan that is being undertaken by the <br />Planning Board in 2020. <br />Respectfully submitted, <br />Allan B. Values are determined <br />as of January 1 st each year. These values are based on <br />the previous calendar year's sales.
