7 <br />Mashpee Select Board <br />Minutes <br />October 2, 2023 <br />WATER QUALITY UPDATES <br />Cape Cod_& Islands_ Water Protection Fund Subsidies <br />It was reaffirmed the Town of Mashpee has a qualified project and is listed on the 2021 Clean Water State <br />Revolving Fund Intended Use Plan (IUP). This commitment represents a 25% subsidy for the Phase I project. <br />Therefore, the original commitment to the Town for a 25% subsidy remains unchanged. <br />In 2024 is it anticipated Mashpee would qualify for a 25% subsidy in the best -case scenario. <br />'The executive board is working diligently to secure the 25% subsidy. Awards should be revealed on or before <br />the Spring of 2024. <br />Sewer Commission Website: The Assistant Town Manager acknowledged the Sewer Commission for <br />updating their website. It is much improved, highly informative, and easy to navigate. <br />TOWN MANAGER UPDATES <br />Town Meeting Warrant: Information Sheets regarding Article #1 to appropriate funds for wastewater <br />planning, collection, treatment and recharge initiatives will be distributed at Town Meeting to fully inform the <br />voters on water quality, the mandate, resources and costs to the residents. <br />It was noted the Select Board and Sewer Commission voted unanimously to support Article # 1. The Town <br />Manager and his staff was applauded for compiling the information, the factual statements, and supportive <br />documentation. <br />It was noted the Finance Committee voted to take no recommendation/no position on Article # 1. The Chair <br />and the Vice -Chairman were not available to attend this meeting. This matter will be re -visited to hopefully <br />gain full support of the importance of Article # 1. <br />PickleballwSound„ Study Late filed was information regarding the Pickleball Sound Study received from <br />Cross -Spectrum Acoustics dated September 28, 2023. It was disclosed the measurement results at the site show <br />significantly increased noise levels at night compared to daytime hours. It is recommended the height of the <br />sound barrier be increased by 5' to further reduce noise levels to the north of the pickleball courts. Adding <br />sound material, and ensuring there are no gaps are recommended. It is expected that adjustments would be <br />made to the sound barrier to reduce sound levels. <br />TownHall,Closure: Town Hall will be closed on Monday, October 9, 2023 in respect of Indigenous Peoples <br />Day. <br />Town Meeting; As a reminder a joint meeting between the Select Board and Finance Committee will be held <br />on Monday, October 16, 2023 at 6:00 p.m. Town Meeting is scheduled to begin at 7:00 p.m. at the Mashpee <br />High School. The Finance Committee Report on the Town Meeting Warrant was mailed in a timely manner <br />to the voters. <br />
