16 Great Neck RoadNorth <br />wlashyee, Massachusetts 02649 <br />Presentation regarding status of the Local Comprehensive Plan Update from Consultant's <br />Weston & Sampson — Caroline Wells, AICP and Ashley Sweet <br />Present this evening are Caroline Wells, Senior Project Manager and Ashley Sweet, Assistant Project <br />Manager on this project for Weston & Sampson. They are happy to finally meet everyone. There has <br />been a lot of behind the scenes planning and she is excited to keep everyone abreast. Ms. Wells will go <br />through what a Comprehensive Plan looks like through a slide presentation. <br />Meet the Team <br />- Weston & Sampson: Susan Mara, Project Planner and Aqsa Butt, Planner. This is the core team of <br />who will be writing the plan. There is a large staff and design group that will be filling in technical <br />expertise, design aspects, and community engagement during the process. <br />- BETA Group Inc.: Jeffrey Maxtutis, Transportation Planning Director (on the call) and Emily Slotnick, <br />Community Engagement & Climate Resilience. They will be focusing on the transportation section also <br />with resiliency and community engagement assistance. <br />Comprehensive Plan Overview <br />By law, every 10 years communities should be coming up with a Comprehensive/Master Plan. This is a <br />policy document, a directive of rationale, for how municipalities should be working. It is supposed to <br />unify all plans within that municipality and they should all conform to the Comprehensive Plan. <br />What is a Comprehensive Plan? <br />A statement through text, maps, illustrations, or other forms of communication, that is designed to <br />provide a basis for decision making regarding the long term physical development of the municipality. <br />- Framework for future development <br />- Clear actions/steps for decision making. <br />- Protect and manage natural resources. <br />- Living document, reflecting current needs. <br />What does it do? <br />- Coordinates updated data on the town. <br />- Creates a forum to think about the future, to avoid reactive decision making, clarifies priorities for <br />financial decisions, and promotes appropriate use of land. <br />- Identifies ways to improve coordination <br />- Serves as a resource for residents to understand government. <br />- Communicates town priorities to federal and state agencies, funders, private investors, etc. <br />Cape Cod Commission <br />They held a meeting with the Commission to go over their general approach, but also to conform to the <br />Commission's slate for what they see as regional policy. They will allow a wide range of creativity with <br />some elements that are necessary and consistent with their vision. They will be a great asset to this <br />planning process. <br />Comprehensive Plan Process <br />- Refine public engagement plan <br />- Public kickoff with staff/team <br />al <br />
