16 Great Neck RoadNorth <br />wlashyee, -Massachusetts oz649 <br />Mr. Lehrer is concerned as redevelopment bylaws are considered you will end up <br />incentivizing a use in a district that would be more advantageous as housing or a <br />redevelopment project. <br />Mr. Richardson commented there will be a lot of pressure on housing going forward. He <br />expects, unless Mashpee can do something, at some point they will be forced to do <br />something. That may change some zoning in place right now. He asked if approving solar in <br />some of the suggested areas potentially eliminates that land use. <br />Mr. Lehrer gave the example of allowing large scale in the C1, how would everyone feel if the <br />undeveloped area of Mashpee Commons became a large scale solar energy system. <br />Ms. Waygan does not want solar anywhere, but we are vulnerable to an unregulated proposal <br />getting granted without any performance standards or guidelines. <br />Mr. Lehrer thinks they have some time to develop an Overlay District and do some planning to <br />get it right. <br />Ms. Waygan wants this on the Warrant for May. This is the first Town Meeting they have to <br />get this done after that case law and they should act quickly. She polled the Board on having <br />it in C1, C2, and C3. <br />Ms. Faulkner noted 5% of land is in commercial. <br />Ms. Waygan calculated 5% commercial and 2% industrial, as a vast majority of that land is <br />JBCC. <br />Ms. Faulkner is okay with the commercial and industrial only. Mr. Fulone would like to see the <br />Town Planner put together parcels. Mr. Balzarini does not want to see large and medium <br />scale solar in residential. He is okay in the Commercial District and Industrial District. Mr. <br />Richardson feels a little uncomfortable moving forward with the decision of adding <br />commercial. He feels when you make that decision you close the door on some other <br />possibilities. Ms. Waygan asked Mr. Richardson specifically, if he was okay with striking R1, <br />R3, and R5, as they will need that 5% to get to 7% total. She noted any land being added as <br />an Overlay District will not even change those percentages. That equates to maybe 20 acres <br />at most in town as there is not a lot of vacant residential land. <br />Mr. Lehrer does not think it is necessary to harp on percentages. You can't regulate where an <br />effective prohibition is. He doesn't agree with adding C1, C2, and C3. <br />5 <br />
