An <br />area was brought to his attention that shows evidence of required maintenance. <br />CHAIRWOMANS REPORT <br />Water Quality Issues <br />Ms. Waygan noted UMass Dartmouth is coming to the Select Board meeting Monday to report <br />on the studies of our waters. <br />The Association to Preserve Cape Cod is coming to the Sewer Commission Thursday at <br />2:OOPM to report on ponds and waterways. <br />TOWN PLANNER REPORT <br />Harbor Management Planning Committee Update <br />Housing Production Plan Update <br />Mr. Lehrer has the revised draft with the executive summary that he will be preparing to issue <br />to everyone for Public Comment. It was uploaded to the website today and the Planning Board <br />will be provided the link. He drafted a press release to send to The Enterprise to advertise the <br />Public Comment period that will resume open for 3 weeks. The Affordable Housing Committee <br />will meet in March where all comments will be provided, edits will be made, and a formal <br />submission of the draft will be released to the Select Board and Planning Board for adoption <br />during the second meeting in March. The grant from the Commission is closed out and fully <br />reimbursed. <br />October 2023 Zoning/General Bylaw Approval from Attorney General <br />Articles 2, 3, and 4 were approved: The floodplain with no fill, accessory dwelling rental of ADU <br />or primary residence, and the s.f. of an ADU is no less than 350 s.f.or more than 900 s.f. <br />Ms. Waygan stated there is a provision in the Homes Act that allows seasonal communities <br />such as Cape Cod to allow for seasonal housing. Our ADU bylaws are designed to protect us <br />from short term rentals. We could pass a provision to get special seasonal relief. <br />Mr. Lehrer commented any fund created for a specific purpose cannot carry over year to year, <br />there is the revolving fund. Every year Town Meeting appropriates those funds. The Tree <br />Bylaw is active with application forms and internal paperwork that effectuates the program. He <br />is intending to ask for a grace period of one month to allow for a press release and to hold a <br />workshop with builders and developers, then it will be endorsed in March. He will update the <br />website with information on the Tree Bylaw. <br />:l <br />
