She would like them to tell the people what they <br />intend to do and follow through with their word, not play games. <br />PUBLIC HEARING <br />7:10 PM (Continued from 08/02/2023) <br />Applicant: Southworth Mashpee Properties LLC <br />Location: 275 Quinaquisset Avenue (Map 69 Parcel 32) <br />Request: Applicant proposes to modify the Willowbend Country Club Special <br />Permit to construct a 14-unit single family cottage community <br />immediately contiguous to the Willowbend Golf Course. With these <br />changes the total unit count for the annexation of 275 Quinaquisset <br />into the Willowbend Special Permit as allowed. 287 dwelling units is <br />the maximum number of dwelling units authorized under the <br />Special Permit. All units will be connected to and served by the <br />existing privately owned wastewater treatment plant which serves <br />the entire Willowbend project. <br />Ms. Faulkner received a letter from David Weeden who would like her to read aloud. It was <br />addressed to Mr. Lehrer, and Mr. Weeden was reaching out from his role as Tribal Historic <br />Preservation Officer. The recent article caught his eye. The project at 275 Quinaquisset is <br />considered culturally sensitive and warrants an archeological investigation and sensitivity <br />assessment. The Town passed a bylaw for culturally sensitive areas to consider archeological <br />concerns. In his professional opinion there are environmental characteristics and may have <br />culturally sensitive materials. He is concerned with any disturbances to the ground. Mr. <br />Weeden attached a GIS color map that lists sensitive areas in red and yellow, red is high <br />sensitivity and yellow are moderate areas surrounding Willowbend. <br />Jack McElhinney, Attorney for Southworth Mashpee is present this evening with Matt Eddy <br />Civil and Site Engineer. Also present is Troy Miller, Chief Development Officer for Southworth <br />along with Dennis Ring, Chief of Construction. He thanked Ms. Faulkner for that letter and <br />requested a copy. They are very familiar with that process, when they did their new nine holes, <br />they worked closely with the Tribe and did an intense survey and placed archeological <br />restrictions. If they get to that point they don't object. <br />There was a letter submitted a while back that the Board perceived as intimidating, in response <br />to comments raised at the February 21st meeting, and Town Counsel's opinion was this Board <br />had a legal authority if necessary. Relative criteria were met to modify the correct bedroom <br />count in the original Special Permit. It was discussed at length and was deemed appropriate to <br />request of the applicant some mitigation impacts in return. The letter identified certain major <br />areas of mitigation proposals, primarily a substantial increase of acreage to the bog region, 5 <br />acres that would return the wetland back to the natural river system over time off Quinaquisset. <br />Willowbend has committed to a $90,000 contribution to be used towards affordable housing <br />efforts. The Board wanted to see more, so they significantly increased their donation to include <br />
