16 Great Neck RoadNorth <br />-Mashpee, -Massachusetts 02649 <br />Mr. Balzarini made a motion to approve the Southworth Mashpee Properties LLC <br />application to modify the Willowbend Country Club Special Permit to the terms of <br />the final draft Special Permit Planning Board decision. Seconded by Mr. <br />Richardson. <br />Roll Call Vote: <br />Mr. Richardson: Yes, Ms. Waygan: No, Mr. Balzarini: No, Mr. Hansen: No, Ms. <br />Faulkner: Abstain (Doesn't Pass 3-1-1) <br />Ms. Waygan stated because they voted no they have to describe why they voted that way. It is <br />inconsistent with the Flow Neutral Bylaw and the 1987 Special Permit exceeded the cap on <br />bedrooms. <br />Mr. Lehrer will capture the findings appropriately enumerated per sections where certain <br />findings cannot be made. <br />Mr. Lehrer will need one signature for the draft and the Town Clerk will sign and send out a <br />notice to all persons of interest, the applicant, and notify of decision, and any entity has the <br />right to file an appeal. Ms. Waygan would like to review and sign the document. They have 47 <br />days to file a decision. <br />Continue review of draft implementation table of the Local Comprehensive Plan Update <br />Land Use <br />Ms. Waygan would like to say maintain and enhance Mashpee's town beauty, culture, and <br />historical amenities. We have a living history, it's not a structure. She would like to ensure <br />development is consistent with town priorities. She would like to add establish priority needs of <br />the town, such as clean water and housing. Growth projection should be bumped down, and <br />we should figure out what that growth projection is. <br />Mr. Lehrer stated the action relative to establishing a built -out population relative to regulatory <br />changes contemplated supports policies that are supported by that goal. A new goal is to <br />ensure development provides adequate housing. We need to prevent or reverse further <br />degradation of water bodies and ensure future development does not have an impact on <br />traffic. <br />Mr. Oakley added one main goal to ensure responsible development that is responsive to <br />infrastructural capacity and availability, and the rest would become policies. <br />Ms. Waygan commented on LU4, instead of saying limit gentrification, say prevent <br />gentrification. That term is used to describe what happens when people who grew up here get <br />priced out and have to leave where they grew up due to high costs.
