16 Great Neck RoadNorth <br />-Mashpee, -Massachusetts 02649 <br />Popponesset has been around since the 1940's, it is fully built out and mostly in the flood plain. <br />That is why it is different than several other areas in town. Popponesset would like some <br />discussion about setbacks. Consensus is positive and setbacks are adhered to, and people <br />want to maintain that privacy. With lot coverage, they are not seeing any change in ratios. <br />Permeable materials may need some word smithing, but during a reconstruction most are okay <br />with taking out a driveway. If someone has a patio that has been there for years, they should <br />be able to maintain that space. The intent of a discretionary review is for that one condition <br />where something is unique, and the ZBA needs to be able to make specific findings when <br />going through Raze & Replace to see if conditions are met. <br />They are all about encouraging smart growth, as we see with the IA systems, sewer, flood <br />plain, and overall clean water efforts. If there is a prohibition, then nothing gets improved upon. <br />One example in the floodplain is to take everything out of basement and reconfigure <br />mechanicals. People should be given credit for whatever square footage had to be brought <br />from the basement. We have a lot of residents who have been here for 40-60+ years and can't <br />afford to tear down and bring a house up to compliance. If someone is looking for an addition <br />for aging in place, it should be able to be done. As part of that, if there is a cesspool on the <br />property, move the system to septic. It would certainly encourage improvements thus helping <br />water quality. <br />From Popponesset's perspective there needs to be ways for smart growth in the floodplain, <br />that includes growth within setbacks. If some of your house is in the floodplain, the entire <br />house is in the floodplain. If a corner of your house is in the velocity zone but none of your <br />house is in the floodplain, you're in the floodplain. <br />Jurisdictionally, the floodplain belongs to the Commonwealth. One of the main issues currently <br />being experienced in Poppy is drainage. New houses are being built and now that street has <br />drainage issues. They are dealing with a high water table and drainage that doesn't work. <br />Ms. Waygan is getting a lot of different information about what is permeable and impermeable, <br />and what is best for our soil and water issues. They will be doing a lot of diving into that. <br />There was a study performed in the winter of their roads, they are 60 years old and private so <br />repair and replace is on the homeowners. With the rising water table, one or two roads are <br />under water a lot. Theyjust saw the cost for this job and are trying to figure out how to redo the <br />road and drainage. They will weigh what road the sewer is going on because that will be torn <br />up in another 10 years. They are in favor of sewer. <br />Most homes are floodplain but not all. They have had 6 meetings so far and they will have an <br />engineer help with strategy. <br />Pirates Cove <br />It is informative for them to hear what the other neighborhoods are going through, as there is <br />anticipation the things that are happening now will get worse.
