He wants to <br />see something that encourages people to make the situation better. <br />You can add on to your home in the floodplain, trigger 50% to encourage all compliant utilities, <br />put your addition on, but its still in the floodplain. What do we lose when we fill in coastal <br />floodplain? Do we lose flood capacity of the ocean? That little fill is not going to impact flood <br />storage. Is it going to negatively impact water quality? It's safe and it's built according to code. <br />It will improve resiliency to that storm. A couple houses had a little channel between them, a <br />hurricane came in and eroded foundations and houses collapsed. You can fill in the channel <br />and make it more resilient to protect those homes. The water table and 100 year flood are <br />sourced differently. <br />Mr. Lehrer stated footprint is any structure defined in building code like a pool, decks, or <br />gazebo, but not sheds. The use of the word in the draft was intended to mean the principal <br />dwellings footprint. They consider all those structures. The driveway and patio are not. <br />It was stated removing these takes away from everything that makes living here enjoyable. We <br />aren't looking at people cheating to get away from rules. You cannot draft a perfect zoning <br />bylaw. Lawyers work on the edges. Instead of punishing the homeowner work on a pathway to <br />encourage. <br />Ms. Waygan stated we need to protect people from outrageous proposals.
