HUMAN SERVICES COMMITTEE <br /> MEETING MINUTES FRIDAY, JULY 15, 2022 <br /> PRESENT: Heidi McLaughlin, Christine Willander, Lynne Barbee, Mary Bradbury, Select Board member David <br /> Weeden, Human Services Director Gail Wilson <br /> CALL TO ORDER : 11:10 am <br /> Motion to have Gail Wilson chair Pro Tem, Lynne B. propose, second Christine W., unanimous <br /> PUBLIC COMMENT - none <br /> OLD BUSINESS <br /> Review of Minutes from April 15, 2022 <br /> motion to accept by Christine W, second by Heidi McL., unanimous <br /> NEW BUSINESS <br /> Local Comprehensive Plan <br /> Guests - Town Planner Evan Lehrer, Planning Board Chair Mary Waygan; and intern Alex Beltran <br /> The discussion focused on the Local Comprehensive Plan, existing conditions, updating the 2012 report. In <br /> 1998 there was an action plan, and again in 2012 an action plan. <br /> In 1998 LCP there was a chapter on Human Services, but no department so LCP called for its creation. First <br /> Coordinator was Louise Patrick. In 2008 Gail Wilson was hired, and in 2015 the office moved to Town Hall. In 2012 <br /> The Human Services Committee did an update to the LCP but this <br /> was never formally adopted. <br /> Following topics were reviewed: <br /> • Directory of Human Service providers; <br /> • Creation of a Hoarding Task Force, first in Mashpee in 2008 and later Cape Cod Hoarding Task Force run by <br /> the County; <br /> • Proposal for Substance Use Task Force, which in 2016 led to the innovation of Drop In Night (first at <br /> Community Health Center, then the Library, then back at Health Center), there was never funding for this; <br /> • Domestic Violence Coordinator: Tara Carline at Mashpee Police, is a Special Police Office and Victim/Witness <br /> Advocate; <br /> • Workforce concerns, job training (was a program in 2008, now with County); <br /> • Funding for Service Providers; <br /> • Gaps in Services; <br /> • Grant funding: this was for a film rental, "If They Had Known" and for an initiative entitled, "Reading Towards <br /> Recovery,"purchasing books for children whose parents struggle with Substance Use Disorder; <br /> • Child Care Vouchers (for Cape Cod Child Development until it closed); <br /> • Nutrition Counseling and wellness programs by VNA (mental health, exercise) at the Senior Center and for <br /> Young Moms; <br /> • Town lacks a Multi-service Center and Suicide Prevention program; <br /> • Rental assistance through HAC. <br /> Mary B. reported on Mashpee Child Care: town vouchers for Iicensd providers, a network that keeps data, Boys and <br /> Girls Club is only town program not licensed, Covid led to a childcare desert, now a waiting list. More funding for <br /> vouchers and for childcare workforce development. Looking to the State to bolster funding. <br /> Follow up for LCP — what are current gaps/trends, emerging goals, what do we need? <br /> Update on Human Services Guidelines <br /> Assistant Town Manager Wayne Taylor confirmed that Human Services Guidelines do not need approval by <br /> Select Board. <br /> Director's Report <br /> Gail W. reported on the potential funding to the county from the Opiod Settlement <br /> ADDITIONAL TOPICS - none <br /> NEXT MEETING SCHEDULE <br /> Friday, August 19, 2022, 11 am via zoom <br /> ADJOURNMENT : 12:30 pm motion by Mary B., second by Heidi McL. <br />
