HUMAN SERVICES COMMITTEE <br /> MEETING MINUTES FRIDAY,NOVEMBER 18, 2022 <br /> PRESENT. Mary Bradbury, Sam MacDonald, Heidi McLaughlin, David Weeden, Lynne Barbee, <br /> Gail Wilson, Director <br /> Gail as Chair ProTem <br /> CALL TO ORDER 11:03 am <br /> PUBLIC COMMENT none <br /> OLD BUSINESS <br /> Review of Minutes from September 16, 2022 and October 21, 2022 <br /> motion to approve September by Bradbury, second by McLaughlin, unanimous vote <br /> motion to approve October by Bradbury, second by Barbee, unanimous vote <br /> NEW BUSINESS <br /> Reorganization of Committee <br /> Chair- Heidi & Mary decline, Lynne volunteer, motion by Mary, second by Heidi, unanimous <br /> Vice Chair- Heidi accept, motion by David, second by Lynne. vote unanimous <br /> Clerk-Sam volunteer, motion by Lynne, second by David, vote unanimous <br /> Sam will get tape recorder. David recommends "otter" as a free app for taking notes. <br /> Opioid Abatement Funding Next Steps <br /> Town Manager Rodney Collins as appointed a 3 person panel (Assistant Town Manager Wayne Taylor, Director <br /> Gail Wilson, and Corinne Weikel Co-Chair of Mashpee Substance Use Task Force), which will develop the criteria for <br /> RFPs for expenditure of the Funds to local groups that work in field of substance use. The County has specific <br /> requirements. This Committee will have final say over the applicants for funds. The Town Meeting (in May 2023)will have <br /> to vote to approve the Human Services Department budget absorbing the Funds from the General Fund. There is a short <br /> timeline for expenditures (June 1) unless the State extends it. If not, we can through the Town Meeting, extend the <br /> timeline. We currently have $50,000, but will have a total of$81,000 allocated this year. Each year over 16 years, each <br /> town will get varying amounts. We need to clarify if it is fiscal year or calendar year. Gail has already presented this <br /> information to the Task Force. <br /> Discussion about timelines, criteria, deadlines for applicants. A simple application is expected. <br /> Lynne will work with Town Treasurer Dawn to write the Article for Town Meeting. <br /> David: Tribe is working to establish a sober house. Messaging for funds is confusing until we have criteria and <br /> timelines. Lynne reply that perhaps MWT will have a specific fund, David will check. Gail would <br /> welcome a MWT member to join the Task Force. <br /> Mary Bradbury has assigned Asst. Director Cameron Gonnella to represent her Department on the Task Force. <br /> Human Services Contracts <br /> Gail has sent us a draft of FY 2024 Contracts. Her budget meeting to address the contracts will be on Dec. 14, so <br /> prior to our next meeting. She expects level funding. This will be on December agenda. Patricia Mitrokostas of HAC <br /> has a program Thrive and she has approached Gail for possible funding; Thrive works with child care/disability care <br /> providers to support housing. She would like to present her program at our December meeting. Do people agree? We <br /> welcome all groups to present. Thrive would not be on FY 2024 list of contracts. <br /> $500 of budget goes to MIDC, and Gail has to approve expenditures. <br /> Director's Report <br /> Gail's work has focused on cases regarding financial help, homelessness, fuel assistance and she assisted the <br /> Sr. Center while the outreach coordinator was out. <br /> Barnstable County did a new substance use data assessment, first since 2017 The focus was on prevention at a <br /> very young age. Gail was part of committee that did the data assessment. <br /> ADDITIONAL TOPICS <br /> Mary Bradbury reported on "Fill the Van." This was the 8th year. This year was the least amount of donations for <br /> many years- usually we need an overflow vehicle, but not this year. 90 percent was household goods. A reflection of the <br /> need for our community. St. Vincent and Falmouth Service Center were thrilled to get supplies. This Committee should <br /> continue to address the need for food and household assistance. Gail will get reports from both St. Vincent and <br /> Falmouth Service Center for December meeting. <br /> NEXT MEETING SCHEDULE December 16, 2022 David will not attend, all others plan to attend <br /> ADJOURNMENT 11:45 am, motion by Lynne, second by Heidi. unanimous <br />
