5 <br />Select Board <br />Minutes <br />November 18, 2024 <br />APPOINTMENTS & HEARINGS <br />Discussion and,Al�proval of the Oyster Restoration Project in Hamblin'swPond Christopher Avis, Shellfish <br />Constable:, .... .. .. .. _. <br />For informational purposes Chris Avis, Shellfish Constable informed the Select Board of a proposed project, a <br />collaboration between the Town and the Nature Conservancy (TN' Q to establish a permanent population of eastern <br />oysters on the sub -tidal floor of Hamblin Pond. The partnership would also include the Mashpee Wampanoag <br />Tribe, the Massachusetts Aquaculture Association and the MA Division of Marine Fisheries. <br />Due to nitrogen impaired waters on the Cape, the Town of Mashpee has been selected to pilot the ecological <br />restoration project. Mashpee is also unique as aquaculture has been incorporated into its Comprehensive Watershed <br />Nitrogen Management Plan. After review, it was recommended that Hamblin Pond would be ideal for the proposed <br />oyster restoration reef to reduce nitrogen levels, restore shellfish populations and contribute to the cultural and <br />economic value of the Town. <br />Included in the Select Board's informational packet was an expanded summary of the project purpose and <br />requirements. There is no cost to the Town to participate in the two-year project. If supported by the regulatory <br />officials, Mashpee would be in the forefront for Cape Cod. <br />Motion made by Selectman Cotton to approve and recommend the Oyster Restoration Project in Hamblin's <br />Pond sending a letter of support if necessary, and to authorize the Town Manager to sign off on all <br />documentation regarding this project. <br />Motion seconded by Selectman O'Hara. <br />VOTE: 4-0. Unanimous. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Cotton, yes <br />Selectman O'Hara, yes Opposed, none <br />Award ofAnnual _DPW Contracts: Catherine Laurent, Director of Public Works: <br />Catherine Laurent, Director of Public Works was in attendance to recommend the following Annual DPW Contract <br />Awards; <br />Trash & Aecmm clinu_Services: The low bidder, a new vendor for the first year of a two-year bid for Trash/Recycling <br />Services is Barrows Waste Systems. The bid is noted to be significantly less, and would include all services <br />requested. References for this firm are also favorable. <br />
