16 Great Xeck RoadNorth
-Mashpee, -Massachusetts 02649
Mr. Fudala referenced an area in town where there are 34 single family detached rental
homes.
Ms. Waygan would also like to add verbiage about redevelopment. SRO housing allows rebuild
with low income tax credits. The executive office would not allocate any funds without major
demo and reconstruction.
Ms. Faulkner mentioned the affordability gap of $300,000, the average sale price in Mashpee
is $900,000. The lack of buildable land is also a barrier.
Mr. Fudala stated with the acre zoning he would want to delete number 6. Also, to be granted a
new reprieve from title 5 the town must obtain a watershed permit. People don't want changes
to flow neutral in the HPP, especially with the 0% interest loans, they required us to adopt that
bylaw. We must enforce; therefore he would like to strike number 3.
Ms. Waygan stated inclusionary zoning is when you create Xamount of housing in whatever
way they're created, then 10% must be deemed affordable. She would also like to strike the
word gentrification on IV, for example the provision of housing assistance or affordable lottery
like a local preference. Footnote about FNB should be removed.
Mr. Fudala noted the piece about Mashpee adopting a larger lot zoning, that is also being
removed.
Ms. Waygan would like to add "convert existing housing or resort units to deed restricted
affordable units".
Mr. Fudala would like to input the year 2007 and get rid of the sentence about future plans for
additional phases.
The conversation is paused at IV and Ms. Waygan requested members review the next 10
pages for next meeting.
Proposed Amendments to the ADU Bylaw
KP Law will review the Affordable Homes Bylaw and see if anything in our bylaw needs to
change to come into compliance. If we have to modify zoning, we will.
Proposed Amendments to the Raze and Replace Bylaw
You can please some of the people, some of the time, which is what we are dealing with here.
Bob Orsi is putting a revision together, but it is not quite done yet. Mr. Richardson will follow up
regarding Mr. Orsi's draft.
2
