McLaughlin stated that, based on the number of programs the current contract supports and that are
offered at the COA, she had no objections or concerns. Willander stated that Health Agents had recently
met with the VNA to discuss additional programs the Health Department could offer that would
complement what is being offered through Human Services, and possibly fill any gaps. She indicated
that the Health Director would likely request an increase in the VNA Contract amount for the Health
Department and, if approved, those additional funds would be used for community-based outreach
programs, including education and screenings that benefit all age groups.
Bradbury stated that the VNA is the Health Care Consultant for the Mashpee Recreation Summer Camp,
After-Care Program and Kids Klub Preschool. Willander was unsure if that service was paid for through
the Health Department's VNA contract, but agreed to look into it.
There being no further comments or discussion, Bradbury moved to approve submission of the proposed
adjusted FY25 Human Services contract breakout, with the VNA contract amount reduced from $11,148
to $8,648, and a proposed new HAC contract in the amount of$2,500. Motion seconded by McLaughlin.
(Vote:4-0, motion passes)
Director's Report
Wilson reported that homelessness is an immediate and desperate issue across the Cape, with limited
resources available. Committee members discussed the latest need for housing for migrant families, and
how towns are not prepared to handle the additional demand.
Wilson mentioned the Duffy Mobile Health & Outreach Unit, stating that Duffy was considering
additional visits to Mashpee. Wilson stressed what a great resource it is, even providing access to
showers and basic hygiene needs. She will reach out to arrange for Human Services Committee
members to tour the mobile unit, if feasible.
Wilson updated the Committee on eligibility for Opioid Abatement Funds, stating that Barnstable County
Substance Use Prevention Program Manager, Kate Lena, informed her that schools can apply for funding.
Barbee was pleased to hear this, and wanted to stress the importance of education, particularly for
parents and grandparents who are raising young children.
There was a question about where the local emergency shelter is located. Willander believed it was at
the Mashpee Middle/High School; however, she needed to confirm that the school is designated for
gathering/shelter in a natural disaster/emergency, and is not merely an emergency dispensing site
designated specifically for medicine or medical supplies in an emergency.
ADDITIONAL TOPICS
This space is reserved for topics that the Chair did not reasonably anticipate would be discussed.
MEETING SCHEDULE
The next meeting of the Human Services Committee was scheduled for Friday, October 20, 2023 via
Zoom.
ADJOURNMENT
There being no further comment or discussion, McLaughlin moved to adjourn the meeting of the Human
Services Committee at 11:52 AM. Motion seconded by Willander. (Vote: 4-0, motion passes)
