MASHPEE ZONING BOARD OF APPEALS <br /> APRIL 5, 2016 <br /> MINUTES <br /> 2)-Vote yes or no on scheduling and re-opening the hearing for 91 Edgewater Rd for <br /> the next available date. This includes filing all public notices. <br /> Board Member Scott Goldstein made a motion that the Board vote yes to instruct Mary <br /> Ann,Zoning Board Secretary to hold off on writing the decision by Wednesday's deadline <br /> (4/6/16). Mr. Pittsley, seconded. Chairman Furbusb, voted not to write the decision, Mr. <br /> Blaisdell,voted not to write the decision, Mr. Pittsley, voted not to write the decision, Mr. <br /> Goldstein, voted not to write the decision, and Mr. Gould voted not to write the decision. <br /> The Board voted 5-0, not to have Mary Ann Romero write the Decision. <br /> Board Member Scott Goldstein made a motion that the Board vote yes to scheduling and <br /> re-opening the hearing for 91 Edgewater Rd. for next available date. This includes filing <br /> all public notices. Mr. Pittsley seconded, Mr. Blaisdell, voted yes to scheduling and re- <br /> opening the hearing, Mr. Furbush, voted yes to scheduling and re-opening the hearing, <br /> Scott, voted yes to scheduling and re-opening the hearing, Mr. Gould, voted yes to <br /> scheduling and re-opening the hearing. The Board voted 5-0,to reschedule and re-open the <br /> hearing for May 11, 2016. <br /> OTHER BUSINESS <br /> Chairman Furbush wanted to discuss an email sent to Zoning Board Secretary, Mary Ann <br /> Romero by Jason Streebel,Town Assessor dated 3/4/2016,under the direction of the"Risk <br /> Assessment Team" consisting of the Town Accountant, the Tax Collector and Finance <br /> Director stating that the method of collecting the abutter list fees has to be directly from <br /> the Assessing Department. Currently,the abutter list is issued by the Assessors Department <br /> and is given to Mary Ann to mail out the public hearing notices. <br /> Chairman Furbush suggested that a process should be followed in order for the public <br /> hearing notices to be mailed out in a timely fashion. He would like the following phrase to <br /> be added to the ZBA application farm; "Payment for the abutter list must be submitted 15 <br /> days prior to the hearing date or the hearing shall be rescheduled." <br /> Mike Mendoza said that applicants typically file their requests on the due date. The <br /> question would then be; "are all fees required to be paid prior to the hearing?" <br /> Mr. Bonvie brought up the fact that other communities require the applicants'process their <br /> own hearing notices via certified/return receipt snail. He made a motion that a <br /> recommendation be made to the appropriate people that the Assessors who create the <br /> abutter lists collect the appropriate fees at the time of handing over the abutter lists to the <br /> applicant.The application should then be given to Mary Ann,Zoning Board Secretary with <br /> the certified abutter list prior to filing the application so that the public hearing notices can <br /> be mailed out in a timely fashion.Mr.Blaisdell seconded,Mr. Furbush, yes, Mr. Goldstein, <br /> yes, Mr. Gould, yes, and Mr. Pittsley, yes. All were in favor that the ZBA applicant is <br /> required to request the abutter list and also pay the Assessors prior to them handing in their <br /> application to the Zoning Board of Appeals. <br /> 3 <br />
