PLANNING BOARD <br /> Town of Mashpee <br /> came when the town takes over the roads. fir. DeLory said that, the setbacks should <br /> be increased if they have a narrow frontage - they should be required to have it <br /> set back off the road for appearance's sake. <br /> Mr. Bourgeois said that people buy what they want d we have to maintain some <br /> type of asthetical and safety .factor • any road that leads to a large, dense area <br /> should have turnaround driveways. Be further said that Now Seabury- presents us <br /> with a new problem - we lost in court, He thinks if we try it again,, we might do <br /> a Little better. Right now we have a unique situation in New Seabury - they're <br /> going to old permits from 1962 or 1964, biro DeLory asked about Cotuit Corners <br /> Mr. Ulnina's d velopmentb He vianted ,to know hoar long the permit is good fore 111r. <br /> Ben�ray said that once they started and as long as they're continuing .its it's <br /> okay, <br /> Mr. Bourgeois said that we have a lot of problems ex.I.sting now and Mr. DeLory <br /> said that some people will be drinking sewerage from up above. Mr. Bourgeois said <br /> that he is looking toward the future ® if you don't know your history, you're going <br /> to alive it. The rules are being changed � now we can go in if there is fa.lure <br /> on someone 's part to repair their systems, <br /> Mr. Bourgeois said that the developers are having problems getting money to <br /> build. He added that back land is assessed at $2,,000e00 an acre, which can force <br /> people to build. He also mentioned creating a -tax burden as well as water problems. <br /> On lot assessments., he didn't know whether that's going to backfire or not. Mr. <br /> Benway said if there was something on the books,, that would be the way tax defer- <br /> ments can be obtained for economical and conservation purposes. hire DeLory said <br /> that the only one that has applied is a cranberry bog (sic). <br /> Mr. Bourgeois said that he doesn't want to hurt natural growth, adding Chats <br /> obviously', our roads,, for half the year, are very dangerous - the other half, not so <br /> bad. lie mentioned some kind of bylaws for certain areas of town - giving the ex- <br /> ample of trying to stem accidents that happen on Route 28 at Q iniquisset. Chief <br /> O'Connor disagreed with him that accidents occur at one time of the year, pointing <br /> out that the only fatality was in the winter, in February. He said that he thinks <br /> the problem is in improving the roads b Great Mock South has been improved, but is <br /> now encouraging speed. He didn't know what bylaw applies _ it has to be enforced$ <br /> but he d1l dn't know rahat a bylaw could do in that respect. <br /> The Chief continued by saying that certain places create traffic hardships, <br /> such as business establishments and the flea market. As far as the flea market <br /> is concerned, they had the state come in and post "No Parking" signs on one side. <br /> He thought that "No Parking" signs would be posted on Route 151 around The Farm <br /> and LaBute's - this because of pedestrian traffic at night and vehicles exiting <br /> between parked vehicles. Mr. Bourgeois asked about existing speed limits and the <br /> Chief said that what it amounts to is compliance - you could have 50 people out <br /> there all day° and still_ couldn't enforce the speed limit. <br /> Kira Lawrence stated that a bad area is A:konquin, coming into 151, and Mr. De- <br /> Lory said that could be rounded off. Chief O'Connor, mentioning statistical data <br /> in high accident areas, said that if _you're going at a reasonable speed, you can <br /> see -the hazard with enough time to stop your vehicle. Ile reiterated that the re- <br /> ponsibi.lity lies in the hands of the operator of the vehicle. The Chief men- <br /> tioned -that a perrnit is issued for Dick and Ellie's and if you can't prevent the <br /> parking, then the permit will be taken away. <br /> 5 <br />
