Sta, fifes 1") Tart rient f 1,,'ic Interior <br /> i <br /> BUREAU OJFOC',E�AN ENERGY MANACIEMENT <br /> December 9,2022 <br /> RE: Invitation to Consult on the Beacon Wind Project and Notification of Using the National <br /> Environmental Policy Act(NEPA) Process to Fulfill Section 106 Obligations;Response <br /> Requested by No Later Than 30 Days of Receipt of This Letter <br /> Dear Potential Consulting Party, <br /> The Bureau of Ocean Energy Management(BOEM), serving as lead Federal agency under the <br /> National Historic Preservation Act (NHPA)and the National Environmental Policy Act(NEPA), <br /> is reviewing the Construction and Operation Plan(COP) submitted by Beacon Wind,LLC <br /> (Beacon Wind)proposing the Beacon Wind Project(the Project). BOEM has determined that <br /> the construction, operation, and maintenance, and eventual decommissioning of the Project <br /> constitutes an undertaking subject to Section 106 of the NHPA(Section 106). <br /> If approved,the Project will consist of up to 155 wind turbine generators in the designated <br /> Renewable Energy Lease Area OCS-A 0520 (Lease Area),up to two offshore substations, inter- <br /> array cables linking the individual turbines to the offshore substations, substation interconnector <br /> cables linking the substations to each other, offshore export cables, an onshore export cable <br /> system,two onshore points of interconnection. The Lease Area covers approximately 128,811 <br /> acres and is located approximately 20 miles south of Nantucket, Massachusetts and 60 miles east <br /> of Montauk,New York. Beacon Wind proposes to develop the entire Lease Area in two wind <br /> farms, known as Beacon Wind 1 and Beacon Wind 2. Each wind farm would gather the <br /> associated turbines to a central offshore substation and deliver the generated power via a <br /> submarine export cable to an onshore substation for final delivery into the local utility <br /> distribution system at the selected point of interconnection. The offshore export cables would be <br /> buried below the seabed surface within Federal and state waters. The Project location is depicted <br /> on Enclosure 1. <br /> BOEM has assigned ICF as the third-party contractor to facilitate the Section 106 consultation <br /> process. All Federal oversight and decisions will remain with BOEM. ICF's role in this Section <br /> 106 review is administrative; ICF will coordinate communication with the consulting parties; <br /> facilitate distribution of BOEM-approved documents;provide technical assistance; and arrange <br /> and lead meetings,webinars, or calls with consulting parties. <br /> With this letter, BOEM invites you to be a consulting parry to the Project and its potential to <br /> affect historic properties. Consulting parties have certain rights and obligations under the NHPA <br />
