x Xv,
` of yn O -"Mash pee Aannina Board
16 Great Neck RoadNorth
:Mashpee, Massachusetts 0264g
Ms. Waygan would like a memorandum of agreement or agreement in principle stating that
overflow parking is permitted. She would like to see a proposal for tournaments, maybe
providing a shuttle from Veterans Memorial Park.
Ms. Faulkner brought up stormwater and bioretention and questioned if there were enough
native species that work in the bio retention area.
Mr. Russell explained 100% of the plants come from the Association to Preserve Cape Cod's
native plantings. Clipper Landscaping devised this plan for him. One of the Commissioners
objected to some plants. Once Mr. Russell gets clarity on the specific issues relating to plants,
he will solve that problem. He reserves the right to modify the native species plantings. He is
passionate about pollinator friendly items.
Ms. Waygan noted the parking lot is tight and reminded the applicant there is a new tree fund,
we cannot require mitigation, but you can offer it.
Mr. Russell explained the nitrogen load to Popponesset and Waquoit Bay is 41 kg per year.
The cost per year to mediate the nitrogen is estimated at $8,290.00 per kg. The system is
10BPM, the most advanced IA system from BioMicrobics. On that basis, total comes to
$364,000. The parking lot splits those two bays.
Ms. Waygan would like the Planning Board to be copied on the nitrogen reports, it will be
proposed as a condition.
Mr. Hansen noticed ink berry's selected as a species on the Landscape Plan. He has
experience with customer-related issues and ink berry droppings, the applicant will seek a
different option. Mr. Hansen also questioned the noise level.
Mr. Russell stated the outdoor patio exists on the left side, facing Joint Base. There will not be
significant noise creation, it will be contained.
Ms. Waygan noted the hours of operation, 7:OOAM-10:OOPM, and to keep in mind the Noise
Bylaw. Those hours will be noted in the Special Permit. There are many pedestrians around
Rt. 130, and occasionally she will send a reminder to the Recreation Department or the
Pickleball Association to slow down on Ashumet Rd. She likes the EV chargers on site and his
thoughts for solar in the future. Mr. Russell corrected the parking space size, which is 19.33,
while the bylaw accounts for 20ft. He is in accordance with the overall length thus meeting
requirements for the overall parking lot.
Mr. Pesce thinks the applicant has a good handle on technical overview. Plans and documents
have been submitted, the traffic impact study was reviewed, and the CCC decision listed
several traffic improvements, which the Town should accept. He has no issues with the
analysis or safety improvements proposed and was appreciative of the turnaround. Stormwater
3
