9 <br /> Select Board <br /> Minutes <br /> February 10, 2025 <br /> NEW BUSINESS <br /> Presentation of nTown,.Man a er's FY 2026w Budget Recommendations: (continued) <br /> It was explained the use of Free Cash has avoided the projected request in 2022/2023 for an override. <br /> Currently $1.9 million is available to be used to offset the Wastewater Management operation with staffing <br /> without burdening the taxpayer until this becomes a self-sufficient operation. If Free Cash remains available, <br /> it would most likely be used in ensuing years. <br /> An additional topic of note is the construction of a new police station, a $37 million dollar project. This is a <br /> necessary expense for the Police Department and a dire need for the Mashpee community. As a result of the <br /> pandemic and the supply chain demand, costs have substantially increased. The budget as proposed with its <br /> contingency will hopefully cover the critical needs of the department. Select Board members and the general <br /> public are invited to tour the facility. <br /> Presentation of Capital Im12rovernent Prc guamwn(CIP w 5_Year Plan Rodney Collins, Town Manager and CIP <br /> Chair: <br /> Town Manager Rodney C. Collins presented the FY 2026 Capital Improvement Program(CIP) Budget to the <br /> Select Board. The proposed $71,478,686 budget meets the pressing needs of the Town. It was the <br /> unanimous decision of the CIP Committee to strike a balance as a committee. The budget as presented <br /> derives from Free Cash,Ambulance Receipts,MCAT funds, Capital Stabilization and a Debt Exclusion as <br /> identified for Wastewater assumptions. <br /> Included in the submission was a 5-year outlook with estimated disbursements required. Final figures will be <br /> determined, and the document will be re-disseminated. <br /> Discussion of Possible,Letter fromw,Select Board towGovernor Healey in0 position to Proposed Closure of <br /> Pocasset Mental Health Center: <br /> The Select Board agreed to send a strong voice to Governor Healy in opposition to the proposed closure of <br /> the Pocasset Mental Health Center. This is the only state-run mental health center on Cape Cod and only one <br /> of two inpatient mental health facilities in the state. If the Pocasset center closes, Cape Cod Hospital will be <br /> the only Cape facility to offer mental health services. In addition, the proposal would reduce jobs and much- <br /> needed case workers by 50%. <br /> Motion made by Selectman Cotton to authorize the Town Manager to draft a letter to Governor <br /> Healey strongly opposing the proposed closure of the Pocasset Mental Health Center. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: 5-0.
