<br />Mashpee Planning Board <br />Mashpee Green Parks Subcommittee <br />Minutes of Meeting <br />February 1, 2012 at 7:30 p.m. <br />Selectmen’s Meeting Room, Mashpee Town Hall <br /> <br />CALL TO ORDER <br />The Mashpee Green Parks Subcommittee was opened at 7:30 p.m. <br /> <br />Subcommittee Members Present: David Kooharian, Mary Waygan, Dennis Balzarini <br />Also Present: Tom Fudala-Town Planner, Barbara Cotton, Marc Robert, Larry Gentilucci, Fran <br />Gentilucci, Beverly Kane. <br /> <br />DISCUSSION OF PROPOSALS FOR PARKS AND GREENWAY CONNECTIONS IN <br />ROTARY AREA <br />Discussion of the General Concept <br />Ms. Waygan introduced herself and provided a summary regarding the interest of the Subcommittee <br />to develop a greenway, in partnership with Mashpee Commons as they plan their next phase of <br />development. Attendees at the meeting introduced themselves. <br /> <br />The Mashpee Greenway/Mashpee Commons MasterPlan was referenced and there was discussion <br />regarding the locations of the future development of Mashpee Commons. Ms. Waygan stated that <br />the Mashpee Commons plans would be considered by the Cape Cod Commission as a Development <br />of Regional Impact or as a Development Agreement. Ms. Waygan stated that Mashpee Commons <br />had approached the Town to pursue a Development Agreement which offered more flexibility and <br />negotiation among the parties. Ms. Waygan stated that the Cape Cod Commission had documented <br />their preference to see green spaces within such developments. Ms. Waygan indicated that <br />Mashpee Commons was surrounded by conservation areas that could be connected by Mashpee <br />Commons, bringing in ecotourism and other activities to a commercial area. <br /> <br />Mr. Kooharian summarized the centralized memorial park located in Blowing Rock, NC created <br />during the 1930s. Mr. Kooharian noted that, although the park was located in the heart of the town, <br />it provided access to trails to the wilderness, a canyon and waterfalls. The park includes a gazebo, <br />benches, playgrounds, horseshoe pits, public restrooms, tennis and basketball courts, a climbing <br />wall, baseball fields and a swimming pool. Mr. Kooharian emphasized that something similar could <br />be developed in Mashpee, creating an integrated park system that would begin in Mashpee <br />Commons and connect other trails in Town, including a trail to the beach. The development of an <br />integrated park system would benefit residents as well as Mashpee Commons, providing activities <br />along with shopping and eating establishments. Mr. Kooharian also noted the importance of <br />citizens having their own piece of land at the center of their town, and one that offered more reasons <br />to visit the center besides commercial. It was suggested that others would also travel to Mashpee to <br />utilize the facilities. <br /> <br />Location of the Park and Trail Routes <br />Doug Storrs of Mashpee Commons had provided a plan proposing some walking trails and <br />connections, as indicated on the map provided. Mr. Balzarini expressed concern that Mr. Storrs’ <br />plan focused on walking trails only. Mr. Balzarini emphasized the need for a piece of public land in <br />the center, but suggested that it would not be provided by Mashpee Commons. It was also noted <br /> 1 <br /> <br />
