4-- M MINUTES September 2, 1993 3 BOARD OF HEALTH APPOINTMENT: Cape & Islands - 138 Ninigret Mr. John Slavinsky was in attendance for this scheduled appointment. There were no abutters in attendance. Mr. Slavinsky relayed, "The owner is proposing to add a foundation to the existing dwelling. " "Town water will be available in one month. " "We are proposing to upgrade the existing system." "The owner does not propose to increase the habitable space." Mr. McQuaid relayed, "Should the owner tie into town wa- ter there will still be significant variances to Title V from the two abutters. " "We are allowing him to raise the house and put in a full foundation which is increasing the living space and increasing septic flow from his new Title V system and yet the two abutters are 57' and 82' away. " Mr. Greelish commented, "The abutters have been notified and we will not allow any increase in habitable space. " Discussion took place regarding public water hookup in the area. Mr. Greelish recommended continuing this variance re- quest pending Mr. Griffins attendance at an upcoming meeting. Mr. Doherty agreed. (This variance request will be continued for two weeks. ) 6. ) Copy of Otis Wastewater Draft Discharge Permit - Ac- knowledged. j 7. ) Emergency failure certifications - 48 Santuit Lane 16 Jeep Place and 9 Running Light Way 48 SANTUIT LANE - Mr. McQuaid relayed, "I inspected the site and found the cesspool full. " Board members forwarded their signatures to the "Emer- gency Repair Certification" form. 16 JEEP PLACE - Mr. Evans relayed, "Upon inspection the cesspool was found to be full. " "The design will be revised as three abutters maintain private wells. " Mr. McQuaid commented, "This is an improvement on the distances from the existing failed cesspool to the proposed new Title V. "' "The owners have signed the affidavit that prohibits any increase in habitable space."
