MINUTES September 16, 1993 3 BOARD OF HEALTH
would proceed with actions on a separate ground I have not
done so. "
Mr. McQuaid stated, "I spoke with the Executive Secre-
tary today regarding this matter. " "It was agreed we would
both work on the bid specs. "
Mr. Greelish requested Board members agree to direct the
Agent to contact B.F.I. and inform them personally of the
opinion rendered by the Executive Secretary.
PUBLIC HEARING - Briarwood
Mr. James Begley, Mr. Doug Karson, Ms. Diane
Rommelmeyer, Mr. Albert Orlando, Mr. Joe Warburion, Mr. &
Mrs. Matthew Palermo, Mr. Scott Reyburn, Mr. Michael Horn,
Mr. & Mrs. Stanley Field, Mr. James Kinney, Mr. Joel
Feigenbaum and Ms. Karen Bacigalupi were in attendance.
Mr. Doherty announced, "The Board of Health is consider-
ing enforcement of a private well moratorium in the Briarwood
area due to the documented public health hazard of the
groundwater contamination plumes emanating from the Mass.
Military Reservation. " "We, as Board of Health members, rec-
ognize that all homeowners not currently serviced by town wa-
ter are most likely concerned by the financial ramifications
of hooking into the public water system. " "The Board's posi-
tion is that the threat is well documented and we would like
to encourage, if not, take action to require all homeowners
to tie into a safe public water system. " "Tonight's hearing
is to take all concerns into consideration prior to rendering
a decision. "
Mr. McQuaid stated, "For several years I have been in-
volved in testing John's and Ashumet Ponds for v.o.c. 's po-
tentially emanating from the base. " "These tests have come
up clean since my employment with the town however, there are
people in town still questioning the status of the ponds. "
"What remains a concern with this Board is the few
homeowner's in the area who have not tied into town water. "
"We did forward a questionnaire to those residents of which
one half state they use bottled water for drinking water pur-
poses, the other half state they cannot afford to tie in to
public water. " "It is the hope of the Board of Health to
render a decision as to whether we can force those
homeowner's who have not tied in to connect to town water and
workout some sort of financial arrangement with either the
Military, D.E.P. or the Briarwood Homeowner's Association to
establish a repayment plan.
