MINUTES September 30, 1993 3 BOARD OF HEALTH <br /> APPOINTMENT: Eagle Engineering - 8 Bowsprit Point <br /> Mr. Roger Michniewicz , P.E. , was in attendance for this <br /> scheduled appointment. There were no abutters in attendance <br /> nor were any written objections received. <br /> Mr. Michniewicz presented certified mail receipts. <br /> Mr. McQuaid relayed, "The owner is requesting a 10, <br /> sideline variance for installation of the reserve. " <br /> Mr. Greelish motioned to grant the 10' State sideline <br /> variance as requested, Mr. Ball seconded, all agreed. <br /> APPOINTMENT: Cape & Island Engineering - 181 Timberlane Dr. <br /> Mr. Sanicki, P.E. and Attorney Jason Rosenberg, P.C. was <br /> in attendance for this scheduled appointment. <br /> Mr. McQuaid relayed, "On November 22, 1991 a septic per- <br /> mit was issued to Robert Bortolotti to install a septic sys- <br /> tem at this location. " "The plans presented at that time are <br /> identical to plans presented this evening with -the exception <br /> that- the current plans delineates a "Bio-clear filtration <br /> system" which will be installed between the tank and leach <br /> pit. " "This proposal is as a result of the newly passed <br /> regulation by the Conservation Commission which intends to <br /> reduce the nitrogen loading on surface body waters within <br /> 100, of such bodies under their jurisdiction. " "Upon con- <br /> sulting with the Conservation Commission it was learned the <br /> permits had expired. " "They instructed the owner to revise <br /> the plans to include this denitrification system. " <br /> Mr. Sanicki commented, "There is a Title problem with <br /> the property which has not been resolved. " "The Conservation <br /> Commission did request either the installation of a <br /> denitrification system or a reduction in the number of bed- <br /> rooms. " "They also requested we provide them with nitrogen <br /> loading calculations. " "The "Bio-clear" system reduces 950 <br /> of the nitrogen. " "We are requesting this Board's approval <br /> prior to State approval. " <br /> Attorney Rosenberg stated, "We are scheduled to meet <br /> with the Conservation Commission this evening. " <br /> Mr. Greelish informed Attorney Rosenburg, "This Board <br /> maintains that all leaching facilities shall be 100' feet <br /> from the wetlands. " "We encourage the use of denitrifying <br /> systems. " <br /> Mr. Greelish motioned to grant the installation of a <br /> "Bio-clear filtration system" as drawn on revised plans dated <br />
