"The <br /> guy that is beside me can't say Ken can I go through you property to get town water, <br /> town water won't even come down there unless we petition all the owners in that <br /> subdivision on the private road and we get 50%, then it comes down." "Here's a situation <br /> where if these people in the cul-de-sac want town water and anybody who wants it should <br /> be willing to pay for it, in my opinion, they would have petitioned the town a long time <br /> ago because this would be one of the easiest jobs in the world for town water to do <br /> because there is availability on Dover but evidently they don't want town water."
