MINUTES November 3, 1994 4 BOARD OF HEALTH
existing septic system and a pier system instead of a foundation on the garage so as not to
impede the lateral flow."
Mr. McQuaid stated, "The Board had requested Architectural plans for the
proposed new construction of the house to determine its elevation as opposed to the
septic system, the proposed slab elevation for the garage." "The Building Inspector had
indicated to me that he had requested a 4' frost wall which I indicated to this Board may
impede the lateral flow of the effluent from the flow diffuser system." "We have not
received any of that to date."
i
Mr. Miller stated, "We are reducing the size of the structure." "The elevations for
the foundation will be provided to the health agent."
Mr. McQuaid informed Mr. Miller, "We need a profile of the septic system." "We
need to know what the elevations are, the outlet from the house to the tank, the inlet to
the tank, the outlet from the tank to the d-box, the outlet from the d-box into the flow
diffuser system." "We will require this information on a plan to see whether or not the
r garage frost wall bottom is above or below the foundation."
Mr. Miller stated, "I thought we were not going to put in a frost wall."
Mr. McQuaid responded, "That is why we want architectural plans approved by
the building inspector." "There are alternatives to frost walls which is why we need it
approved by the building inspector."
Mr. Miller stated, "That is why plans indicate a pier system instead of a foundation
to the garage." "The building inspector said he would approve that." "I can provide the
proper engineering."
Mr. McQuaid stated, "My only concern is Mr. Miller couldn't meet the Title V
requirements, separation from the slab or a foundation wall to the leaching facility." "We
are requesting you provide a memo from the building inspector stating the garage is
approved on piers and won't impede lateral flow"
Mr. Cram motioned to grant the variance from the proposed slab to the proposed
leaching facility with the stipulation the building inspector submit to the Health Agent in
writing that the proposed piers for the garage will not impede lateral flow from the
leaching facility to the slab foundation, architectural plans indicate there is not increase in
the footprint of the house and a site plan is submitted which provides the following- A
profile of the septic system based on the new configuration of the proposed house and the
