MINUTES August l 7, 1995 4 BOARD OF HEALTH <br /> *****NEW BUSII\rESS***** <br /> Town Vehicle <br /> Mr. McQuaid relayed, "The Executive Secretary has decided to keep the old town <br /> vehicle as opposed to trading it in." <br /> Board members agreed they will not endorse any changes to the original bid <br /> specifications. <br /> Lakeside Trailer Park <br /> Mr. McQuaid relayed, "Mr. Haney is clearing land in an area that was originally <br /> used for seasonal mobile homes." "The original permit was for 93 year round and six <br /> seasonal." "I met with the building inspector and the engineer." "Mr. Hauck has a <br /> question about authorizing new lots." "My concern wasn't so much with creating these <br /> new lots, my concern was with the water supply in that he is under a consent order to <br /> provide town water by September, 1997 for the entire park." "I contacted D.E.P. and <br /> questioned whether they had any problems turning seasonal lots into year-round because <br /> that would be increased usage." "They said no, however, the division of water pollution <br /> control may have some concern." "In speaking with a representative from water pollution <br /> control I was informed any change in septic systems out there has to be approved by our <br /> department." "There was an old law back in the I950's that states mobile home park <br /> septic systems have to be approved by D.E.P.." "Frank Mezzakappa from D.E.P. will be <br /> corning down next Thursday to meet with Mr. Haney, the building inspector, the engineer <br /> and Mr. Evans." "Mr. Haney has been quite cooperative with the Board." "He's had <br /> Cape & Islands draw plans to replace all substandard septic systems to Title V and has <br /> agreed to and accomplished 5 new upgrades a year." "He could say the Board of Health <br /> required me to have engineered plans and upgrade all these systems when, in fact, it was <br /> all up to the State." "The only thing I would like Mr. Evans to determine on Thursday is <br /> should an old cesspool system from one of the trailers go into failure do we have 'L�e <br /> authority to issue an emergency repair permit based on the Title V plans submitted by <br /> Cape&. Islands." "I hope we should because I was told by D.E.P. if he wanted to relocate <br /> a unit and put in a new septic system we can't issue a permit." <br /> Acknowledged. <br /> Being no further business Mr. Ball motioned to adjourn this meeting; at 8:30 p.m., Mr. <br /> Cram seconded, all agreed. <br /> Respectfully submitted, Veronica Mayer, Adm.
