MINUTES October 26, 1995 8 BOARD OF HEALTH <br /> Grant for Se tic System UPgrades <br /> Mr. Doherty stated, "The program requires that we come up with a set of program <br /> objectives that we explain to the State how we are going to administer this." "The <br /> $100,000.00 is grant seed money and is to fund a revolving account." "The funds in the <br /> account are to finance low and moderate income septic repairs." "It requires us to explain <br /> how we are going to prioritize systems and applicants." "It also requires us to determine <br /> how we are going to administer the funds." "I prepared a few thoughts which I would like <br /> Board members to review and comment on." "Environmental concern should be the <br /> priority deciding factor when it comes down to making a decision i.e. if one family is <br /> moderate income and one family is low income if the moderate families income system is <br /> more of a threat to the environment than the low income family than the moderate income <br /> family system should receive priority because it poses more of a threat not because of their <br /> financial status." "One of the suggestions they give you is to hold a lottery." <br /> Board members will review for comments and input. <br /> M.H.O.A. Annual Conference-November 9 1995 <br /> Mr. Doherty motioned to cancel the Board of Health meeting scheduled for <br /> November 9, 19995 in order for Health Agents to attend the Massachusetts Health Officers <br /> Association annual conference, Mr. Cram seconded, all agreed. <br /> Memo shall be forwarded to the Town Clerk. <br /> Being no further business Mr. Cram motioned to adjourn this meeting at 8:26 p.m., Mr. <br /> Ball seconded, all agreed. <br /> Respectfully submitted, <br /> Veronica Mayer, Adm.
