MINUTES March 26, 1998 5 BOARD OF HEALTH <br /> i <br /> I <br /> *****NEW BUSINESS***** <br /> 376 Monomoscoy Road <br /> Mr. McQuaid relayed, "This letter came in yesterday from Mr. Kelly who resides <br /> at 376 Monomoscoy Road." "He is requesting an extension of his septic permit <br /> application which was submitted back in 1995." "There are significant problems with it, in <br /> so far as not indicating whether there are any abutting wells." `Back in August of last <br /> year I notified the owner that he must retain an engineer to determine the location of any <br /> abutting wells which hasn't been done." "The second concern I have is that this plan was <br /> done by ARO Engineering which is out of business." "Groundwater was encountered at <br /> 8.5' and there are proposing a pump system but there is no adjustment to the <br /> groundwater." "If this falls within 300' of ocean line then the adjustment is not <br /> necessary." <br /> i <br /> Mr. Evans stated, "It is within 300' and will require adjustment." <br /> Mr. Cram motioned to deny the request for an extension based on inadequate <br /> plans,Mr. Doherty seconded, all agreed, Mr. Doherty seconded, all agreed. <br /> Request from Southport to sign-off on building permits <br /> Mr. McQuaid stated, "Mr. McQuaid stated, "I was requested by Ronald Bonvie to <br /> forward a memo to the building department stating approval by the Board of Health for <br /> renewal of building permits for 109 units in Southport." "I reviewed this with the <br /> Building Inspector and the D.E.P.." `°They have no problems in us renewing these <br /> building permits on the condition that no occupancy permits will be issued to Southport <br /> until D.E.P. grants final approval of their Wastewater Treatment Plant." <br /> Acknowledged. <br /> Meeting with SEMASS <br /> Mr. McQuaid stated, "I attended a meeting at SEMASS today." "The D.E.P. is <br /> requiring substantially more emissions control on mercury and they picked 28 p.p.b. as the <br /> limit where the Federal regulations are 80 p.p.b.." "80 p.p.b. could be met with an <br /> additional tipping fee of not more than $4.00." "If the D.E.P. succeeds in reducing it to <br /> 28 p.p.b. it could be up to $30.00 per ton more on tipping fees." "We met at length in <br /> Plymouth about this and different methods of achieving this although the 28 p.p.b. <br />
