i <br /> MINUTES April 9, 1998 5 BOARD OF HEALTH <br /> *****NEW BUSINESS***** <br /> Emergency Repair Certification - 835 Cotuit Road <br /> Mr. Evans relayed, "I inspected the site and found the leach pit full." <br /> Board members forwarded their signature's to the "Emergency Repair <br /> Certification" form. <br /> Pond Sampling <br /> Mr. McQuaid stated, "At the ADHOC Plume committee meeting Jim Sneider and <br /> another representative from the I.R.P. were there and I asked Mr. Sneider if he would still <br /> be willing to pay for the v.o.c. sampling of the ponds." "Last year, the I.R.P. never paid <br /> for one of the samples." "Subsequently, a representative from the I.R.P. contacted me and <br /> stated that Jacob's engineering would be glad to pay for sampling and questioned me <br /> where and how often, etc.." "I informed the gentlemen that the Board did not want the <br /> military involved in the sampling and that I would continue to do the sampling." "They <br /> offered for me to go along with them and watch them draw the samples and Jacobs would <br /> do the analysis." <br /> Mr. Doherty relayed, "When the chain of custody leaves our control, we don't <br /> know where it goes and we don't have any control over that sample." <br /> Mr. McQuaid stated, "I would recommend'the Board instruct me to forward a <br /> letter to Mr. Sneider stating that while we appreciate the offer we feel that in order to <br /> avoid a public mistrust perception that the Board of Health perform the sampling." <br /> Mr. Doherty motioned to direct the agent to perform v.o.c. testing on the ponds as <br /> routinely done in the past, Mr. Ball seconded. <br /> *****OLD BUSINESS***** <br /> Proposed amendment to 310 CMR 7.00(Mercu <br /> Mr. McQuaid stated, "I was asked at the Board of Managers Meeting to draft a <br /> letter on behalf of the Upper Cape Regional Transfer Station regarding mercury levels." <br /> "As you can see if we go to 28 p.p.b. mercury the town of Mashpee alone would have an <br /> increase cost in tipping fees in the amount of$195,000.00 a year."
