MINUTES August 10, 2000 4 BOARD OF HEALTH
about regional things. Since when don't two thousand human beings count? So, I
think we ought to do something about it.
Mr. Frank Julio of Southport questioned Board members whether there are any
children in the immediate area. He read an article where children were discovered to
have learning disabilities after being exposed to certain chemicals.
Mr. Doherty stated that there have always been children in the area and always will be
as far as the Board knows.
Lester Silva of#7 Lakeside Trailer Park stated that the proposed building is right at
his front door and it is his understanding that there are three more lots on Algonquin
on the way to Route 151 that are business zoned and one on the other side that is also
business zoned. He realizes that businesses are going to go into these areas, but he
would like to see businesses that people can live with. He doesn't feel that the town
needs the septic systems from each of these businesses going into the recharge zones.
Mr. William Haney, owner of Lakeside Trailer Park, submitted a petition signed by
residents of Mashpee who are opposed to this project being located in a residential
area. He would like to see the Board do what is right for the residents, not just best
for one particular individual. He stated that he is 100% for business, but not for this
type of business. "I have been a resident for almost 20 years and has been developing
for 20 years, but this type of business does not belong in that location. If you could
work it out and put it into an industrial, I think a lot of people would support it at a
town meeting to move that type of business into it. It is my understanding'that the C-
2 zoning is the only zoning in town where he could have this type of business." "To
put this type of business into an industrial zone, I think you need a town meeting vote
for that. But it is significant because I'd like to point out this petition here signed by
all of these individuals here. This Board and all of the Boards in town should look
into these other avenues and health issues." "There are children within 100' of this
particular site here and I think that is real important in answer to that gentleman's
question. I'd appreciate it, and I don't know if you can do it, but not vote on this
particular issue tonight and table it until we get some more research done."
Attorney Mills presented the Board with information on the handling of hazardous
materials that will be used at the shop.
Mr. Doherty stated that the issue before this Board is strictly the septic system. The
system appears to comply with state and local regulations and, therefore, the Board of
Health has no right to deny the request. The Zoning Board of Appeals is the best
forum for the residents concerns because it will require a special permit. He further
stated that it is likely that the septic system will be approved since it complies with all
state and local regulations.
Mr. Santos stated that he has concerns about the noise and nuisance of the auto body
shop.
Mr. Doherty motioned to continue this agenda item until the Health Agent can further
review the septic plans submitted. Mr. Santos seconded the motion. Motion to
continue passed.
