Section 9.337: Add the following sentence "Garden apartments are exempted <br /> from this requirement and are subject to the floor area <br /> requirements of Section 9.333." <br /> Section 9.6: Add entire new Section 9.6 as follows: "DESIGN REVIEW <br /> COMMITTEE - A Design Review Committee shall be established <br /> to advise the Planning Board and Board of Zoning Appeals <br /> on matters of architectural and design concern in the <br /> review of applications for special permits for developments <br /> in the R-4, C-1, C-1-SV Incentive, and C-1-0 Incentive Zoning <br /> Districts. Architectural and design concern shall include <br /> but not be Limited to: site planning, building placement <br /> building size, design compatibility, exterior appearance, <br /> construction materials and finishes, parking and roadways, <br /> landscaping and size grading, building entrance and exit <br /> placement and signs. <br /> The Design Review Committee will sit with the Planning Board <br /> and Board of Zoning Appeals in any public meetings dealing <br /> with development proposals in the R-4, C-1, C-1-SV Incentive <br /> and C-1-0 Incentive Zoning Districts. The Design Review <br /> Committee may call special meetings of its own to review <br /> applications. Findings of the Design Review Committee shall <br /> be advisory to the Planning Board and Board of Zoning Appeals. <br /> Full power for granting or denial of applications for special <br /> permits shall remain with these Boards. <br /> Membership of the Design Review Committee shall consist of <br /> three persons...one each from the Planning Board and Board of <br /> Zoning Appeals and a third.member to be appointed' by the Board <br /> of Selectmen. The third member shall be an architect, landscape <br /> architect or professional civil engineer registered in the <br /> Commonwealth of Massachusetts. In the event that no such person <br /> is available the Planning Board shall retain for compensation <br /> the services of a registered architect, landscape architect or <br /> professional civil engineer. Compensation for such a person shall <br /> be set by the Planning Board and shall be covered by fees the <br /> Planning Board establishes for filing applications for special <br /> permits in the R-4, C-1, C-1-SV Incentive and C-1-0 Incentive <br /> Zoning Districts." <br /> Section 10.33: Delete the period at the end of the sentence and add the following <br /> "excepting that ' in Zoning Districts C-1, C-1-SV and C-1-0 and <br /> C-2 such signs shall not be higher than the highest point <br /> of the exterior wall to which it is affixed." <br /> Section 10.34 Add the following: Further provided that in the C-1, C-1-SV, <br /> C-1-0 and C-2 Commercial Districts the size of such signs <br /> shall not exceed 40 square feet." <br /> Section 10.35: Add, the following: "Further provided that in the C-1, C-1-SV, <br /> C-1-0 and C-2.Commercial Districts one free standing sign per <br /> o <br /> road access pint is permitted. Such signs may not exceed 12 sq. ft. <br /> in size, nor a vertical dimension of 3 feet above average ground <br /> level, measured between posts where the sign is' located. Such <br /> signs may not be closer than 12 feet to any lot line." <br />
