All contracts for the purchase of equipment, supplies or <br /> materials, the actual or estimated cost of which amounts to $4,000 or more, <br /> shall be awarded in conformity with the provisions of Chapter 40,. On all contracts for which advertisement is required <br /> pursuant to Section 3.1.1 the award shall be made to the lowest responsible <br /> bidder.
