Chairman Hyde then invited comments on how to move forward with discussion of this project. Mr. <br /> Balzarini made a suggestion that the discussion move directly into the project since it was approved <br /> previously. He provided comment that he did not object to the installation of skylights since it is <br /> necessary for the property owner and there are numerous present in the Historic District at this time. <br /> Both Mr. Mills and Ms. Paxton indicated they did not have any objections however Chairman Hyde <br /> wanted to go on record as having some questions. He did not feel that the Commission should be <br /> reviewing applications taking into consideration the current habitant's occupation and as to how a <br /> property is currently being used since properties are often purchased and sold. He further commented <br /> that he supports Mr. Gibbons and that Mr. Gibbons has been a good neighbor however, in reviewing the <br /> before and after photos of the garage structure which is under construction, he questions whether we <br /> have preserved the historic character and feel of the garage by enclosing it and adding windows. He <br /> indicated that he would like to hear from the applicant to discuss other options that were discussed <br /> previously that may be more appropriate for the historical nature of the property. Chairman Hyde felt <br /> that if skylights are to be installed, they should be installed on the side or rear of a building. If they must <br /> be installed on the front,they should be installed so as not to be obtrusive. If this is the best option <br /> then he approves. Perhaps there could be side lighting or smaller windows but more of them in an <br /> interest to preserve the historical character and integrity of the property. Mr. Balzarini then questioned <br /> whether the applicant has looked at any other alternatives. Mr. Gibbons then spoke about the original <br /> plan that was submitted early in 2020. This plan originally showed three extra double hung windows <br /> below the area where the proposed skylight would be located. He felt that having eight double hung <br /> windows in that area did not look appropriate considering the nature of the structure as well as the <br /> historic character of the house itself. He indicated that natural light is helpful for their work. They had <br /> spent a lot of time looking into multiple skylights. They felt that installing one larger one was perhaps <br /> less offensive looking. He felt one larger skylight would allow enough of light to flow into the back space. <br /> Mr. Gibbons then pointed out that there are two different methods for framing a sky light; deck <br /> mounted and curb mounted. He used the deck mounted method so that the skylight would be less <br /> obtrusive. They tried to keep the skylight as close to the roof as possible. Mr. Gibbons and his partner <br /> Erin Heath expressed their desire to maintain the historic character of the property and are being <br /> mindful of the details as they undergo this project. Their intention is to install a barn door which they <br /> feel will only contribute to the historic feel of the property and offer charm that may be missing at this <br /> point. Chairman Hyde then opened the conversation to the Commission members for comment. Mr. <br /> Balzarini then inquired about other types of skylights with a dome shape. Mr. Gibbons then said he <br /> believed they were called "solar domes" or a similar name and felt that they would not be a good <br /> solution for them to use in this project and certainly would not be as visually pleasing. <br /> MOTION: Mr. Balzarini made a motion to accept the skylights as presented and grant the Certificate of <br /> Hardship. Ms. Paxton seconded the motion. All voted unanimously. Vote 4-0. <br /> Chairman Hyde then opened the public hearing for Dean Stanley of 234 Main Street. <br /> PUBLIC HEARING <br /> Applicant: Mr. Dean Stanley <br /> Location: 234 Main St. <br /> Request: Certificate of Non-Applicability <br /> Description: The applicant is seeking endorsement of Certificate of Non-Applicability for <br /> repair, replacement and general maintenance of the trim,windows and front <br /> door of the residential property. <br />
