o No Quorum <br />DISCUSSION <br /> <br /> Bylaw Review Subcommittee- Next scheduled meeting - None <br /> Ch.173 Conservation Land Bylaw – Regulation 1, Discussion and vote on final <br />language and Cultural Respect Easements: <br />o Context and Concerns: <br /> A discussion was regarding Chapter 173 Conservation Land Bylaw <br />Regulation, specifically focusing on proposed amendments <br /> The Agent distributed the draft reflecting previously requested changes, <br />which primarily involved removing the Conservation staff from approval <br />authority and maintaining it with the Commission <br /> There was debate over why the amendments were reviewed outside the <br />designated Bylaw Review Subcommittee <br /> The urgency of the discussion was attributed to the town manager’s <br />request and pending litigation <br />o Process and Procedures: <br /> Some members expressed discomfort with deviating from the established <br />process of the Bylaw Review Subcommittee for such reviews <br /> A recommendation was made to revert to using the subcommittee to <br />critically analyze and finalize amendments rather than addressing it during <br />late meetings <br />o Proposed Changes and Amendments: <br />1.
