Agent recommends that the installation of a bulkhead fronting the existing stone wall <br />(project as presented) will be less impactful to the marine environment than dismantling <br />the existing stone wall and rebuilding it in the same footprint. <br /> If the commission approves the project, the Agent recommends the following conditions: <br />1. Submission of a signed 3-year contract between the homeowner and Wetland <br />Consultant or certified horticulturist for monitoring and maintenance of all mitigation <br />plantings. <br />2. Condition of restricting mowing of grass area between the toe of bank and mitigation <br />plantings to no more than twice per year (Spring and Fall) <br /> <br /> Board of Health: Note the location of the septic system and restrict equipment/ vehicle <br />traffic over non-load bearing (H-10) components. Access to septic components must be <br />maintained. <br /> <br /> Building: No comment <br /> <br /> Shellfish: This project will not warrant a Shellfish mitigation fee. <br /> <br />MOTION <br /> Ms. Zollo makes a motion to close and issue with the following conditions <br />1. Lawn area to meet current lawn standards (Regulation 31) <br />3.
