The Public Hearing and Discussion meeting focused on proposed amendments to Regulation 5
(filing fees)and Regulation 30 (Prevention of Pollution), which have been made available for
public review on the website. The Commission previously accepted amended language for both
regulations, with particular attention given to Regulation 30,which aims to address water
pollution more effectively by adjusting the nitrogen threshold from 5 parts per million to a more
achievable 19 parts per million. Concerns about the efficacy of Innovative/Alternative (IA)
systems in reaching this new threshold were discussed, alongside potential implementation costs
for homeowners and suggestions for treating IA systems as municipal infrastructure with town-
wide oversight. The meeting concluded with a plan to send the draft regulations to the town
council for further review without requiring a vote at this stage, setting the stage for a future
public comment period if significant changes occur. Action items assigned included sending the
current draft to the town council and preparing for a vote on promulgation after the council's
assessment.
6:33 COC
55 Pond Circle,Lorna C.Ibbitson, Trustee
• Request for Certificate of Compliance 043-1904 &043-119
• Representative: Joanne O'Sullivan, Attorney at Law
I• -Ia::n,.a'.riiffi.Il
Documents provided:Joanne O'Sullivan,Attorney at Law,Certificate of Compliance application 43-0119&
43-1904,Order of Conditions, copy of Plan of Record
ADJOURNMENT
Motion made by Ms. Clapprood to adjourn the meeting.
