4 <br /> Board of Selectmen <br /> Minutes <br /> May 5, 2008 <br /> NEW BUSINESS: <br /> Special &Annual Town Meeting Warrants---Discussion of Motions: <br /> The Board of Selectmen discussed the motions pertaining to the Special <br /> and Annual Town Meeting Warrants of Monday, May 5, 2008 with Town <br /> Counsel, Patrick Costello. <br /> Article 10 of the Annual Town Meeting Warrant,the acquisition of the St. <br /> Vincent's Home Corporation parcel consisting of 78.67 acres,more or <br /> less, located on Route 130 was discussed in detail. If approved by the <br /> voters at Town Meeting,the parcel would be acquired for open space, <br /> conservation, and passive recreation purposes. <br /> Funding for the acquisition would require the use of CPC funds, Self Help <br /> funds, Land& Water Conservation funds, and $2,146,800 debt exclusion. <br /> Grant funding would require that a conservation restriction be placed on <br /> the subject property. <br /> Discussion followed regarding the open space parcel with frontage on <br /> Mashpee/Wakeby Pond as it pertains to possible future use without <br /> conservation restrictions. It was noted the St. Vincent's Home <br /> Corporation has indicated they were be agreeable to defer the purchase <br /> until the October Town Meeting to allow the Town to seek additional <br /> alternatives for the use and funding of the subject property. Also, an <br /> additional issue regarding the land, an estimated eight acres to be retained <br /> by St. Vincent's has not been negotiated to date. <br /> Motion made by Selectman Taylor to indefinitely postpone Article 10, <br /> the acquisition of the St.Vincent's Home Corporation parcel. <br /> Motion seconded by Selectman Green. <br /> VOTE: Unanimous. 5-0. <br /> Article 18, a petition article submitted by the Board of Water <br /> Commissioners of the Mashpee Water District and others to rescind the <br /> vote under Article 21 of the May 7, 2007 Annual Town Meeting was <br /> discussed. The Selectmen did not change their position on the article, but <br /> agreed to clarify the information to the voters at the May 2008 Town <br /> Meeting. <br />
