4 <br /> Board of Selectmen <br /> Minutes <br /> November 17,2008 <br /> APPOINTMENTS AND HEARINGS: <br /> Public Hearing—Tax Classification: <br /> Selectman Cahalane stepped down for the above referenced Hearing. <br /> Selectman Taylor presided. <br /> The Board of Selectmen opened the Public Hearing on whether the Town <br /> of Mashpee should implement the Classification Act. At the Hearing,the <br /> Selectmen would hear testimony as to what will be the Fiscal Year 2009 <br /> residential factor which will determine the share of taxes each <br /> classification of property will pay, what with be the open space factor, and <br /> whether there will be a residential exemption and/or a small business <br /> exemption. <br /> The Hearing notice was read aloud in accordance to posting requirements. <br /> Jason Streebel, Director of Assessing was present for discussion purposes. <br /> Mr. Streebel distributed correspondence regarding this matter to the' <br /> Selectmen at their last meeting to facilitate the Hearing. An additional <br /> worksheet distributed defined sample calculations of a shifting tax rate on <br /> average tax bills. <br /> It was disclosed the Board of Assessors recommended a Tax Rate of 1 <br /> (status quo)with no small business exemption and no residential <br /> exemption. If the tax rate were shifted, a greater share of the tax burden <br /> would be placed upon commercial, industrial and personal property tax <br /> payers by increasing their tax rate while reducing the tax rate for <br /> residential properties. Being no comment, the Board motioned to close <br /> the Public Hearing. <br /> Motion made by Selectman Cook to close the Public Hearing. <br /> Motion seconded by Selectman Green. <br /> VOTE: Unanimous. 3-0. <br /> Selectman Cahalane absent for vote. <br /> Motion made by Selectman Green that the Town of Mashpee adopt a <br /> tax rate Factor of"1" for all classes of property with no discount for <br /> Open Space, no Residential Exemption and no Small Commercial <br /> Exemption. <br /> Motion seconded by Selectman Cook. <br /> VOTE: Unanimous. 3-0. <br /> Selectman Cahalane absent for vote. <br />
