13 <br /> Board of Selectmen <br /> Minutes <br /> December 15, 2008 <br /> NEW BUSINESS: <br /> Execution of Order of Taking—Shields Property <br /> The Board of Selectmen reviewed the Order of Taking for the Shields <br /> Property, land identified on the 2007 Mashpee Assessors/Maps as Map . <br /> 45,Block 69 located at 100 Meetinghouse Road, Mashpee described as <br /> Lot 2. <br /> Motion made by Selectman Taylor to execute the Order of Taking for <br /> the Shields Property. <br /> Motion seconded by Selectman Green. <br /> VOTE: Unanimous. 5-0. <br /> COMMUNICATIONS AND CORRESPONDENCE: <br /> Budget Discussion: <br /> The Selectmen discussed the feasibility of assembling a detailed <br /> compilation of departmental budgets for the upcoming budget process. A <br /> breakdown of benefits by category that would include salaries, operating <br /> costs, vacation time, sick leave, health benefits, insurance, retirement, and <br /> fuel costs was considered an important element of the budget process to <br /> obtain a more in-depth review and true cost to operate each department <br /> and to understand the costs of providing services on a town-wide basis. <br /> Joyce Mason,the Town Manager indicated that a detailed breakdown of <br /> each department is presently not within the Town's present accounting <br /> system. Due to a short-staffed office with the absence of the Benefit's <br /> Administrator, Ms. Mason explained that it would be difficult to obtain a <br /> comprehensive report for each department for the FY2010 budget. Ms. <br /> Mason stated that she would make an attempt to gather the information for <br /> the upcoming budget cycle, but realistically the data would most likely be <br /> compiled thereafter. It was agreed that understanding the costs of <br /> providing services is a valuable tool for future budgetary processes. <br />
