E <br /> M_ <br /> BARNSTABLE COUNTY ASSESSORS ASSOCIATION <br /> Gary Brennan,President <br /> Assessor's Office <br /> 367 Main Street <br /> Hyannis,MA 02601 <br /> May 5,2005 <br /> Board of Selectmen <br /> Mashpee Town Hall- - <br /> 16 Great Neck Road North <br /> Mashpee,MA 02649 <br /> Dear Board of Selectmen of the Town of Mashpee, <br /> I am writing this letter to express my support of paying elected or appointed members of the Board of Assessors <br /> a stipend. <br /> In speaking with other assessors in Barnstable County,about half of the communities offer some sort of financial <br /> package for their Board of Assessors. In communities where the Board was paid there was better attendance at meetings <br /> and more involvement in educational opportunities available to all elected and appointed assessors. <br /> The Barnstable County Assessors Association exists to"Foster a closer relationship among assessing officers of <br /> Barnstable County;inform and educate local assessing officers and their assistants on taxation matters related to property <br /> assessments consistent with Massachusetts statutes;assist in establishing uniform administration of state and local tax <br /> laws;provide a local forum for the discussion and exchange among assessing officers and their assistants of information <br /> administrative procedures concerning local taxation;encourage the initiation of desirable taxation-legislation;assist in and <br /> contribute to the development of sound municipal finance practices." <br /> The members of the Board of Assessors are required by the Commonwealth to attain certification to carry out <br /> their duties. At the very minimum they must take and pass Course 101 and attend the Classification workshop offered by <br /> the Department of Revenue. This is a time commitment of eight to ten weeks of evening classes or a full week of all day <br /> classes. <br /> As president of the Barnstable County Assessors Association,I encourage you to consider reinstating the stipend <br /> to your Board of Assessors and to make available to them the educational opportunities offered by the Barnstable County <br /> Assessors Association. <br /> Respectfully, <br /> Gary Br nan <br /> Presid t <br /> Barnstable.County Assessors Association.>; ' <br />
